Assistant Director for Digital Assets

This postion acts with management approval serves as Assistant Director for Digital Assets administering overallmanagement of digital asset applications process examination and ongoing supervision of digital asset registrants. The person in this role will also direct coordinate and review the activities of support and management personnel serve as a full line supervisor oversee the development and execution of key initiatives and compliance measures concerning digital assets digital asset activities markets participants and the underlying technologies. This person serves as spokesperson representing the Director at various internal and external meetings often of a sensitive and confidential nature attends trainings and stays abreast of trends in digital asset markets including the development of new productsand services virtual currency linked investments the underlying technologies data privacy anti-money launderinginitiatives and updates stakeholders and agency executive staff on a periodic basis and performs other duties as required or assigned which are reasonably within the scope of the duties enumeratedabove.

• Directs coordinates and reviews the activities of support andmanagement personnel.

• Oversees the development and execution of key initiatives and compliance measures concerning digital assetsdigital asset activities markets participants and the underlying technologies.
• Serves as spokesperson representing the Director at various internal and external meetings often of a sensitiveand confidential nature.
• Attends trainings and stays abreast of trends in digital asset markets including the development of new productsand services virtual currency linked investments the underlying technologies data privacy anti-money launderinginitiatives and updates stakeholders and agency executive staff on a periodic basis.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumeratedabove.

• Requires knowledge skill and mental development equivalent to completion of four years of college with courses inaccounting finance banking monetary theory business or computer science.
• Requires prior experience equivalent to four years of progressively responsible administrative experience in accountingbanking or information systems auditing for a public or business organization.

• Prefers at least eight years of progressively responsible experience in professional accounting trading banking financial markets financial regulation regulatory compliance or information systems auditing.
• Prefers at least three years of experience working in the digital asset industry markets and technologies.
• Prefers at least three years of experience in a compliance or legal role related to financial institutions or digital assets.
• Prefers a masters degree in accounting finance business computer science or similar.
• Prefers at least three years of experience as a supervisor of a staff of five or more.
• Prefers a bachelors degree in accounting finance business computer science or similar.

• Overtime is a condition of employment and you may be requested or required/mandated to work overtime includingscheduled unscheduled or last-minute overtime. This may require the ability to work evenings and weekends.
• Requires ability to attend seminars conferences and trainings to stay current on methods tools ideologies or otherindustry related topics relevant to the job duties.
• Requires ability to travel in the performance of duties with overnight stays asappropriate.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result theemployee should be aware that if offered non-State employment during state employment or within one year immediatelyafter ending State employment the employee shall prior to accepting any such non-State employment offer notify the Officeof the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiringthe occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.)requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretaryof State that will be made available for examination and copying by the public. All employees required to file a Statement ofEconomic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive EthicsCommission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
