Position Summary
The Assistant Director Federal Affairs will support the Reinsurance Association of Americas (RAA) federal advocacy and lobbying efforts before Congress federal agencies and other key stakeholders helping to advance RAAs mission through effective federal engagement. This position is responsible for managing a portfolio of federal policy issues leading assigned advocacy and lobbying initiatives in coordination with and under the strategic direction of the Senior Vice President and Director of Federal Affairs and contributing to RAAs broader advocacy strategy and execution. The role includes engagement with policymakers congressional staff Administration officials RAA members and other stakeholders as well as supporting policy development and relationship-building across a dynamic federal policy landscape impacting the reinsurance industry including emerging issues and risks affecting the industry.
The Assistant Director is responsible for leading identification tracking and analysis of federal legislative and regulatory activity across the full federal issue portfolio and issuing and contributing to timely member communications including reports bulletins and newsletters. The Assistant Director will also support administration of RAAs political action committee (RePAC) including compliance filings monthly reporting budget tracking and political engagement activities.
This position reports to the Senior Vice President and Director of Federal Affairs and requires strong analytical communication advocacy lobbying and organizational skills as well as the ability to work collaboratively in a fast-paced team-oriented environment.
Key Responsibilities
- Engage with and represent RAA before congressional staff federal agencies and other stakeholders to advance RAA advocacy priorities.
- Manage a portfolio of assigned federal legislative and regulatory issues including developing and advancing advocacy strategies and leading specific advocacy initiatives.
- Lead tracking and analysis of federal legislative regulatory and policy developments across the full issue portfolio ensuring timely identification of relevant activity and coordination with team members.
- Draft and contribute to timely communications and analysis including reports bulletins newsletters and advocacy materials (e.g. testimony briefing memos comment letters legislative language and talking points) in coordination with team members as appropriate.
- Attend federal and private-sector events including hearings briefings regulatory meetings and roundtables.
- Support development and execution of RAAs federal advocacy strategy including leading assigned initiatives and coordinating meetings events fly-ins briefings and coalition activities.
- Collaborate with internal teams and member companies to support policy development advocacy positions messaging and strategy including participation in working groups and coalitions and leading select advocacy or coalition efforts as assigned.
- Assist in preparing senior leadership members and coalition partners including for engagement with RAAs Board and committees policymakers regulators and stakeholders.
- Support administration and operations of RAAs political action committee (RePAC) including compliance filings monthly reporting budget tracking and political engagement activities.
- Support planning and execution of federal advocacy events and member engagement activities.
- Support overall operations of the Federal Affairs Department including research stakeholder coordination and internal planning and organization.
- Contribute to additional Federal Affairs Department priorities and initiatives including advocacy lobbying political and compliance-related activities as needed.
Qualifications
- Bachelors Degree or equivalent.
- 35 years of full-time professional Capitol Hill experience required (internship experience excluded) including experience for a Member of Congress serving on the House Committee on Financial Services or Senate Committee on Banking Housing and Urban Affairs or as professional staff on one of those Committees directly supporting policy issues within their jurisdiction.
- Demonstrated ability to work effectively in a bipartisan legislative environment.
- Demonstrated experience successfully leading or influencing the development or outcome of federal legislation and regulatory policy.
- Strong understanding of and experience working within federal legislative and regulatory processes.
- Extensive Washington DC-based network of congressional staff federal agency officials and key policy stakeholders.
- Excellent organizational skills with strong attention to detail and a demonstrated ability to manage multiple priorities stay on top of fast-moving issues deliver high-quality work independently.
- Demonstrated flexibility to meet job demands outside standard business hours including evenings and weekends.
- Excellent research writing and communication skills.
- Experience with federal insurance housing and appropriations policy issues.
Preferred Experience (a plus)
- Political campaign experience.
- Executive branch experience.
- Familiarity with reinsurance policy issues.

Compensation
- Salary range is $120000 - $135000 annually. The RAA offers an exceptional benefits package that includes platinum level medical insurance dental vision and life and disability insurance. Generous paid time off.
