Job Summary

Introduction

The Maryland State Department of Assessments and Taxation(SDAT) is seeking qualified internal candidates for the position of AssessmentsAssistant Supervisor Class B. This promotional opportunity is designed forcurrent employees ready to expand their leadership responsibilities andcontribute to the management of a local assessment office.

The Assessments Assistant Supervisor Class B assists theSupervisor of Assessments in overseeing office operations by coordinatingresidential and commercial assessment activities supervising clerical andassessment staff and ensuring the timely completion of Marylands triennialassessment program. This role is vital for maintaining operational efficiencypromoting exceptional customer service and ensuring compliance withprofessional standards and assessment policies.

Main Purpose of Job
To assist the Supervisor of Assessments with thetotal work program of the office including residential and commercial and thecoordination of the clerical and assessor functions in order to complete thetriennial assessment program in a timely and professional manner.
POSITION DUTIES

Assists the Supervisor ofAssessments in the management of a local office of assessments;

Assists in the development and implementation of local officepolicy and procedures;

Assists in the preparation and maintenance of local propertyassessments records;

Prepares reports and estimates of the value of taxable property;

Assists in the planning and execution of a program of assessmentand reassessment of taxable property;

Cooperates with appropriate related local officials officers anddepartments;

Carries on a continuing program of public information to adviseproperty owners of the activities and duties performed by the department thatare required by law;

Answers questions from subordinate Assessor staff and otherparties regarding assessment methods and procedures the residential appealsprocess and CAMA functions;

Acts as a back-up to Supervisor of Assessments in the event of theSupervisors absence;

Performs other related duties.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience four years of appraisalexperience estimating the value of real property performed in accordance withthe provisions of the Uniform Standards of Professional Appraisal Practice Codeand five years of appraisal experience involving the tax assessment valuationof real property with the completion of the International Association ofAssessing Officers Course 101 102 and 300 or equivalent courses approved bythe Department of Assessments and Taxation.

Notes:

1. Candidates may substitute the possession of a bachelors degreefrom an accredited college or university for the four years of appraisalexperience estimating the value of real property performed in accordance withthe provisions of the Uniform Standards of Professional Appraisal PracticeCode.

2. Candidates may substitute U.S. Armed Forces military serviceexperience as a non-commissioned officer in financial administration andprogram classification or financial administration and program specialty codesin the accounting and budget field of work on a year-for-year basis for therequired appraisal experience estimating the value of real property performedin accordance with the provisions of the Uniform Standards of ProfessionalAppraisal Practice Code.

DESIRED OR PREFERRED QUALIFICATIONS

*Two (2) years of experience coordinating workflow assigning work andmonitoring production to meet established deadlines.


* Three (3) years of experience applying Maryland real propertyassessment laws regulations policies and appraisal practices.


*Two (2) years of experience providing customer service and communicatingeffectively with taxpayers local officials and internal stakeholders.


*Two (2) years of experience using the Assessment Administration andValuation System (AAVS) or similar property assessment software.


*Three (3) years of experience applying mass appraisal principlesproperty valuation techniques and assessment administration practices.


*Two (2) years of experience collaborating with management to implementoperational improvements and enhance office efficiency.

LIMITATIONS ON SELECTION

Must be willing to work in Worcester County.

LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
SPECIAL REQUIREMENTS

1. Employees in this classification may be required to have dailyuse of a motor vehicle while on official State business. Standard mileageallowance will be paid for use of a privately owned vehicle.

2. Upon appointment to positions employees in this classificationthat possess a real estate broker or sales license or a license to sellinsurance will be required to put the license in an Inactivestatus.

3. Employees in this classification are prohibited fromparticipating in any outside activity including private appraisals which maybe deemed a conflict of interest by the Director of the Department ofAssessments and Taxation.
