The Hennepin County Assessors Office is seeking an experienced leader for the Assessment Programs Manager position to oversee the Assessment Programs and Administrative division of the department. This critical management position is responsible for administering countywide assessment programs including property tax exemptions exclusions deferrals and special classifications. This position is also responsible for leading community engagement efforts and planning organizing and directing the administrative functions of the department under the general direction of the County Assessor/Department Director in accordance with Hennepin County core values mission and vision.

Location and hours:
This position is hybrid and will be located at the Hennepin County Government Center 300 South 6th Street Minneapolis MN 55487 and remote as job duties require. Work hours will be Monday through Friday between 8 a.m. to 4:30 p.m. with flexibility. While this position is designated as hybrid based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position you will:- Oversee the administration of assessment programs throughout the county ensuring consistent application in accordance with the law.
- Analyze the operational impact of changes in existing and pending legislation that affect the administration of assessment programs; advise and collaborate with state and county staff on drafting/revising legislation while collaborating with external stakeholders regarding potential impacts.
- Oversee community engagement efforts to maximize enrollment and racial equity in benefit programs.
- Plan organize and direct the administrative functions of the department under the general direction of the County Assessor/Department Director.
- Lead division-level people management including supervising staff setting clear expectations providing coaching and performance feedback supporting professional development managing workload and priorities and fostering an inclusive collaborative and accountable team culture.
- Provide recommended strategic changes to divisional processes including hiring staff development and business processes; evaluate operational performance review work methods and procedures; develop and implement changes in business processes and workflow as needed.
- Coordinate implementation of new processes enhancements and upgrades recommend testing strategies and initiate tactical responses to issues as they arise and collaborate with internal and external stakeholders.
- Coordinate projects and assigned services and activities with other divisions departments and external partners.
Need to have:- One of the following:
- Bachelors degree or higher in business administration or other field appropriate to the position andfive years or more of experience in the planning and administration of organizational operations or programs.
- Nine or more years of experience in the planning and administration of organizational operations or programs.

- Coordinating cross-departmental or cross-agency programs or services.
- Ability to:
- Lead with clarity transparency and accountability while fostering an inclusive collaborative team culture.
- Plan organize and manage organizational operations or programs.
- Evaluate workflow procedures and performance to recommend improvements.
- Oversee and support employee engagement equity inclusion and wellness initiatives.
- Collaborate effectively with internal leadership staff external stakeholders and vendors.
- Develop and implement testing strategies for new processes or technology upgrades.
