This is a skilled full-time non-exempt position under the direct supervision of the Streets Superintendent. The Public Works Crew Chief (Asphalt) performs and oversees a variety of skilled and semi-skilled tasks related to the construction maintenance and repair of City streets rights-of-way sidewalks curbs drainage systems and other City-owned infrastructure. The incumbent supervises a crew engaged in asphalt paving patching roadway maintenance concrete work landscaping mowing and related public works activities by assigning work monitoring progress ensuring quality workmanship and maintaining safe work practices.
- Examples of Duties
- Plan prioritize schedule and assign daily work activities for asphalt paving patching milling roadway maintenance and right-of-way maintenance projects.
- Supervise and lead assigned crew members by providing direction training coaching and performance feedback.
- Ensure work is completed safely efficiently and in compliance with City standards specifications and departmental policies.
- Operate and oversee the operation of asphalt pavers rollers skid steers excavators dump trucks tractors and other equipment required to complete projects.
- Inspect work sites to ensure quality workmanship and compliance with project specifications.
- Coordinate daily activities with utility companies contractors engineers and other City departments to minimize disruptions and ensure project success.
- Monitor project schedules and adjust staffing or equipment assignments to meet operational needs and deadlines.
- Maintain accurate records of labor materials equipment usage work orders inspections and completed projects.
- Procure materials and supplies necessary to complete assigned work.
- Recommend equipment maintenance repairs and replacement as needed.
- Ensure compliance with OSHA regulations MUTCD traffic control requirements and departmental safety policies.
- Install and maintain traffic control devices including signs barricades cones and flagging operations.
- Train employees in proper paving techniques equipment operation work zone safety and departmental procedures.
- Repair and maintain streets sidewalks curbs gutters drainage structures and other public infrastructure.
- Perform mowing brush cutting bush hogging tree trimming vegetation control and general right-of-way maintenance as assigned.
- Remove ice and snow from streets sidewalks parking lots and other City-owned property.
- Respond to emergency situations involving roadway hazards storm damage flooding fallen trees traffic incidents and other public safety concerns by taking appropriate corrective action.
- Assist with preparation of departmental budgets related to paving materials equipment and staffing needs.
- Participate in employee evaluations and make recommendations regarding hiring discipline training and employee development.
- Perform skilled labor alongside crew members as operational needs require.

- Typical Qualifications
Minimum Qualifications:
- High school diploma or GED required.
- Valid Commercial Driver License (CDL) required.
- Minimum of five (5) years of progressively responsible experience in asphalt paving roadway construction or street maintenance.
- Two (2) years of supervisory or crew leadership experience preferred
- Flagger certification (or ability to obtain within one year of employment).
- Any equivalent combination of education training and experience that provides the required knowledge skills and abilities may be considered.
- Thorough knowledge of asphalt paving roadway construction maintenance and repair methods.
- Knowledge of OSHA regulations MUTCD work zone traffic control standards and safe work practices.
- Knowledge of equipment maintenance and proper operation of heavy construction equipment.
- Ability to lead motivate assign and supervise the work of employees while maintaining positive working relationships.
- Ability to read and interpret construction plans blueprints maps specifications and work orders.
- Ability to prioritize multiple projects and meet deadlines.
- Ability to maintain accurate written and electronic records.
- Ability to communicate effectively with employees contractors City officials and the public.
- Ability to perform heavy manual labor for extended periods under adverse weather and environmental conditions.
- Ability to understand and carry out oral and written instructions.
- Skill in operating computers tablets and related software used for work orders inspections and reporting.
- Skill in safely operating light and heavy equipment used in public works operations.
- Successful completion of a Drug Screen and background investigation.
- Participates in stand-by and on-call work as required.

- The employee must be able to lift and carry up to 75 pounds including occasional overhead lifting and possess the fine motor skills necessary to safely operate equipment and tools.
- The employee must be able to safely operate vehicles and equipment wear required personal protective equipment (PPE) and perform duties in accordance with OSHA regulations and established City safety procedures
Working Conditions
The employee operates light and heavy vehicles dump trucks tractors skid steers excavators asphalt paving equipment rollers lawn maintenance equipment and other heavy machinery. Work is performed primarily outdoors and requires regular exposure to all weather conditions including extreme heat cold rain and occasional severe weather.The position involves exposure to airborne dust asphalt fumes loud noise hazardous chemicals moving traffic heavy equipment slippery surfaces and other roadway hazards.
