The Division of Administration/Office of State Buildings has a vacancy.
In addition to the duties described below this position serves as a senior advisor and expert to agency staff and user agencies in the maintenance and planning of all facilities owned or managed by the Division of Administration (DOA). The incumbent must be willing to continue training and research in this field to maintain a high level of expertise. The Office of State Buildings (OSB) manages a portfolio of 38 facilities totaling oversquare feet. Consistent and proper maintenance repairs and improvements to these facilities require the guidance and technical expertise of a licensed Architect. This position provides functional supervision over contracted designers contractors and other professional consultants as well as regulatory oversight of state agencies for the administration of the capital construction budget.
The Division of Administration is the state governments management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:- Overseeing the states capital construction program
- Working to provide state and federal grants for community development
- Development of the state budget
- Providing technology services
- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
- A bachelors degree in architecture.

Job Duties and Other Information
Job Duties:
- Works with the FP&C PM to direct the designer in the administration of construction contracts from project initiation through closeout and the one-year warranty inspection. Ensures designers enforce compliance with construction documents quality standards construction industry standards DOA policies regulatory requirements and contract terms.
- Reviews and approves changes to construction contracts including scope of work cost fees and scheduling. Works with the FP&C PM to negotiate changes and ensure contract change orders comply with legislative budgets technical requirements industry standards and building codes.
- Conducts site visits to ensure compliance with construction standards and contract terms.
- Maintains project tracking information and statewide facility/building database records using various software tools.
- Provides design and construction information in response to inquiries from user agencies elected officials the media and the public.
- As the owners representative this position supervises and ensures the performance of private sector design professionals providing architectural engineering survey programming and other consulting services. Has the authority to reject incomplete or unsatisfactory submittals.
- Works with the Facility Planning and Controls (FP&C) Project Manager (PM) to direct project design from pre-design through construction document production. Ensures compliance with budgets technical and industry standards DOA policies building codes and consultant contracts.
- Verifies user agency program requirements and coordinates input throughout the design process ensuring compliance with legislative budgets.
- Ensures designers receive owner-supplied information such as surveys geotechnical reports and program clarifications. Reviews recommendations for contract awards from designers and user agencies and makes final recommendations for contract approval or bid rejection.
- Works with the OSB Director and Assistant Director to develop prioritize and maintain five-year major maintenance and planning goals for all DOA and OFC owned facilities managed by OSB.
- Assists in evaluating accessibility requests to remove barriers under the Americans with Disabilities Act (ADA).
- Develops standards for building systems and equipment including finishes HVAC electrical and roofing with a focus on functionality energy efficiency and maintenance.
- Maintains manages and ensures compliance with DOA-adopted interior design standards space allocations and furniture standards across all DOA/OFC-owned facilities.
