- Created in 1993 LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC) we coordinate and manage federal state county and city funds for programs providing shelter housing and services to people experiencing homelessness.
This position is responsible for the design development and maintenance of custom web applications that support homeless services operations across the Los Angeles Continuum of Care (LA CoC). The Application Developer will work as part of a small agile team building and enhancing full-stack applications used by approximately 5000 active users across 400 partner organizations. Requires a strong understanding of the full software development life cycle relational database systems and front-end web technologies. The individual will collaborate directly with operations staff and partner agencies to interpret business needs translate requirements into working software and deliver reliable accessible solutions. Must be comfortable working across the entire stack from database design and server-side logic to responsive front-end interfaces and be proficient in using AI-assisted development tools to accelerate delivery and maintain quality with a lean team.

- Design develop test and maintain full-stack web applications supporting homeless services operations including outreach coordination housing applications and resource management.
- Write and optimize SQL stored procedures views and queries to support application functionality reporting and data integration with third-party systems.
- Monitor and maintain automated database processes including SQL Server Agent jobs scheduled data imports/exports and recurring report generation
- Build and maintain responsive front-end interfaces using HTML CSS JavaScript and front-end frameworks ensuring usability across devices and compliance with accessibility standards (WCAG 2.1 AA).
- Use AI-assisted development tools and techniques to accelerate code generation debugging testing and documentation while maintaining code quality and security standards.
- Integrate custom applications with external platforms and APIs including coordination with vendor systems used across the LA CoC.
- Participate in all phases of the software development life cycle requirements gathering design development testing deployment and production support.
- Collaborate with operations staff partner agencies and stakeholders to clarify requirements recommend solutions and translate business needs into technical specifications.
- Troubleshoot and resolve production issues across application database and server layers in a timely manner.
- Participate in application modernization efforts including framework version upgrades codebase refactoring and technical debt reduction across legacy systems
- Maintain and improve existing codebases by reducing technical debt improving maintainability and applying consistent coding standards.
- Create and maintain technical documentation including system architecture data flows stored procedure logic and deployment procedures.
- Assist with IIS web server configuration deployment processes and application environment management as needed.

- Knowledge Skills & Abilities
Required:
- Proficiency in full-stack web application development using (WebForms and/or MVC) or C# and SQL Server.
- Strong SQL skills including stored procedures views functions joins and performance optimization.
- Front-end development skills including HTML5 CSS3 JavaScript jQuery and responsive frameworks such as Bootstrap.
- Experience using AI-assisted coding tools (e.g. GitHub Copilot Claude Cursor or similar) to support development workflows.
- Understanding of the software development life cycle and experience working in a team-based development environment.
- Experience with version control systems such as Git.
- Ability to analyze business requirements and translate them into technical designs and working software.
- Strong troubleshooting and debugging skills across front-end back-end and database layers.
- Awareness of secure coding practices and sensitivity to handling personally identifiable information (PII) in systems serving vulnerable populations.
- Ability to communicate technical concepts clearly to non-technical stakeholders.
- Ability to manage multiple priorities and meet deadlines in a fast-paced environment with limited resources.
- Experience with AI-augmented development practices including prompt engineering context and token management AI code review and use of autonomous coding agents or MCP-based tool integrations.
- Experience with IIS administration web application deployment and server environment configuration.
- Experience modernizing or upgrading Framework applications including framework version migrations and codebase refactoring.
- Experience integrating with third-party APIs and vendor platforms (REST SOAP or similar).
- Experience with Python scripting for data extraction automation or integration with analytics platforms such as Looker.
- Familiarity with web accessibility standards (WCAG 2.1 AA) and Section 508 compliance.
- Familiarity with HMIS (Homeless Management Information System) or similar social services data systems.
- Knowledge of LAHSA programs contracts and the LA Continuum of Care is a plus.
- Training & Experience
- BA/BS degree from an accredited college or university is strongly preferred.
- Any combination of extensive and applicable work experience and educational credentials
- performing the above duties successfully.
- A minimum of 46 years of relevant professional experience is preferred.
Schedule:The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite as necessary to accomplish LAHSAs business needs.
