Created in 1993 LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC) we coordinate and manage federal state county and city funds for programs providing shelter housing and services to people experiencing homelessness.
This position supports the procurement process that is annually awarded to fund programs serving the homeless in Los Angeles City and County. This position works closely with management to meet the following goals: manage the competitive procurement of housing and homeless services; coordinate the development of various procurement solicitation documents including but not limited to Request for Statements of Qualification (RFSQ) Requests for Proposals (RFP) and Request for Bids (RFB); coordinating the objective review and scoring of proposal submissions and finalize award recommendations.

- Essential Job Functions
- Support and manage components of the competitive procurement process for housing and homeless services ensuring compliance with agency policies funding requirements and procurement regulations.
- Support in the development of streamlined procurement and purchasing procedures that are aligned with LAHSAs strategic plan and funding priorities.
- Assist in drafting reviewing and coordinating the release of procurement documents including but not limited to Requests for Statements of Qualification (RFSQ) Requests for Proposals (RFP) and Requests for Bids (RFB) ensuring clarity accuracy and alignment with program goals.
- Ensure that the LAHSA priorities of racial equity inclusion and diversity are incorporated as required core values in all procurement practices and procedures.
- Organize and facilitate objective proposal review panels by preparing scoring tools training reviewers managing conflict-of-interest protocols and ensuring consistent application of evaluation criteria.
- Synthesize evaluation results into clear defensible award recommendations including drafting summaries preparing documentation for leadership review and supporting presentation of findings.
- Work with leadership to identify opportunities to streamline procurement workflows enhance reviewer guidance and strengthen fairness and transparency across procurement cycles to establish cost reasonableness for funded homeless housing and services programs.
- Ensure Housing First Harm Reduction and Trauma-Informed policies and practices as minimum standards for all LAHSA grantees.
- Provide support to teams across LAHSA departments as needed to ensure the transfer of knowledge of technical assistance materials related to LAHSAs procurement processes and provide support to housing and homeless service providers throughout the County of Los Angeles.

- Maintain accurate records and files.
- Work independently and exercise initiative and sound judgment.
- Proficient level of computer software programs specifically Microsoft Office Suite (Word Excel Access Power Point and Outlook)
- Training & Experience
- Bachelors degree in public administration public policy human services social studies or related field is required.
- Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
Schedule: The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite as necessary to accomplish LAHSAs business needs.
Additional Information: LAHSA has adopted a hybrid telework policy requiring employees to work onsite at our Los Angeles office a minimum of two (2) days per week.
