Description and Functions

GENERAL DESCRIPTION:

The air quality compliance supervisor will supervise the day-to-day tasks of the asbestos section enforcement section and environmental audit section. The compliance supervisor is the first contact for determining if violations of state or federal regulations are present and makes recommendations for enforcement activity. The compliance supervisor will engage with EPA regarding joint state/federal enforcement actions as well as overseeing agreements established for cooperative federalism.

Directs supervises and evaluates the performance of professional engineering inspection and technical staff across the Enforcement Asbestos and Environmental Audit sections.
Oversees workload distribution safety protocols and ongoing training programs for multi-district personnel to ensure standardized equitable regulatory enforcement across Wyoming.
Reviews and analyzes complex technical documentation gas analyses stack test results and field inspection notes to identify non-compliance.
Formulates and issues authoritative enforcement recommendations including formal Notices of Violation (NOVs) administrative orders and corrective action plans in strict accordance with the Wyoming Air Quality Standards and Regulations (WAQSR).
Leads and oversees formal settlement discussions and resolution conferences with regulated corporations small businesses and individuals.
Directs the development of technically sound legally binding consent decrees and appropriate administrative penalty structures to achieve rapid corrective action and environmental remediation.
Serves as the primary division liaison to the U.S. EPA managing the negotiation and execution of the Air Quality portions of the Performance Partnership Agreement (PPA) and State Review Framework (SRF).
Collaborates extensively with agency administrators section leads and assigned legal counsel (Assistant Attorneys General) to prepare legally defensible case files.
Ensures all proposed enforcement actions penalty calculations and settlement terms conform to state statutory limitations and can withstand formal contested case litigation.
Demonstrates a high level of computer competency utilizing auditing and extracting data from specialized regulatory databases and enterprise software platforms (e.g. WDEQs IMPACT system federal ICIS-Air/ECHO and state workflow management applications).
Evaluates the practical field enforceability of proposed rules state implementation plans (SIPs) and federal mandates (such as NSPS and NESHAP standards).
Develops internal Standard Operating Procedures (SOPs) compliance guidance documents and regulatory interpretations to ensure division staff applies enforcement-first principles consistently across all jurisdictions.

Qualifications

PREFERENCES:

Bachelors Degree with a preference in engineering environmental physical or natural sciences or a closely related field plus 3-5 years of progressive work experience in the same with acquired knowledge at the level of a Natural Resource Program Supervisor.
Preference may be given to applicants with verifiable technical writing experience.
Preference may be given to applicants who previously worked with governmental enforcement of state and federal regulations.

KNOWLEDGE:

Knowledge of environmental concepts especially in relation toenforcement
Knowledge of and ability to read research interpret and apply federal and state environmental laws rules regulations policies and procedures as well as facility inspection and remediation processes.
Knowledge of industrial processes and pollution controls.
Detail-oriented; strong ability to discern track and organize pertinent information in a complex regulatory environment.
Strong ability to organize and manage a large workload ability to meet deadlines with quality product.
Ability to work as a member of a team of professionals and balance disparate goals/priorities.
Ability to interact with the public regulated entities and other employees in a professional manner.
Skilled at leading by example and demonstrating a strong work ethic.
High level of skill in written spoken and electronic communication.
Ability to utilize available information to make timely decisions.
Ability to train develop and mentor staff.

Knowledge of the principles of scientific measurement and experiment.

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree (typically in The Sciences)

Experience:

1-3 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal

Education & ExperienceSubstitution:

PHYSICAL WORKING CONDITIONS:

Participation in the various groups as Wyomings representative may require some travel at times.
