USfalconâis seekingâanâAfter-Action Reporting Lessons Learned SME (Journeyman) to supportâUSSTRATCOMâatâOffutt AFBâNE to support United States Strategic Command (USSTRATCOM) Joint Exercises Training and Assessment Directorate (J7).

JOBâSUMMARY:ââ

This position provides on-site analysis evaluation assessment after-action reporting and lessons learned support for USSTRATCOM joint exercises training events wargames and directed real-world events. The selected candidate will collect and analyze event data and observations facilitate after-action reviews and hotwashes develop actionable issues and validated lessons learned and support issue tracking resolution and senior-leader reporting.

ESSENTIAL DUTIES:ââ

  • Provide joint exercise requirements after-action analysis evaluation and reporting support for each assigned exercise training event wargame or directed real-world event.
  • Support development and execution of the exercise Collection Management Strategy and Collection Management Plan including processes and procedures for observation and data collection.
  • Serve as an After-Action Review observer/trainer during exercises and other directed events.
  • Observe document collect and analyze observations issues data and participant actions during exercises and exercise-related events.
  • Facilitate after-action reviews hotwashes and other collection events during and following exercises training events and wargames.
  • Analyze observations to identify and consolidate command-actionable issues capability gaps trends and recommended corrective actions.
  • Prepare coordinate publish and disseminate after-action reports quick-look reports issue products lessons-learned products and other required technical reports.
  • Develop validated lessons learned from prior exercises and events for dissemination through appropriate Command processes and systems.
  • Support briefings and written analyses for General/Flag Officers and senior civilian personnel on lessons learned issue resolution readiness gaps and assessment findings.
  • Vet disseminate track and monitor exercise observations and issues through validation assignment resolution deferral or closure in subsequent exercise and event life cycles.
  • Support administration of the Joint Training Tool (JTT) Lessons Learned Dashboard and other Government-approved applications used to collect analyze present publish and manage observations and lessons learned.
  • Assist with management of user accounts events binders Communities of Practice and support for Command Joint Training and Lesson Managers submitting observations and issues.
  • Maintain historical issue data to support trend analysis recurring-issue identification capability-gap analysis and corrective-action tracking.
  • Support development and delivery of JTT training for users trusted agents and Command Joint Training Managers and assist with updating training materials.
  • Input and assist trusted agents with entering exercise details training objectives injects observations and lessons learned into JTT and other approved applications.
  • Support the development of traceability among training objectives Master Scenario Event List injects collection methods observations after-action findings lessons learned corrective-action recommendations and future exercise insertion points.

REQUIRED QUALIFICATIONS:ââ

  • At least 5 years of experience supporting analysis evaluation assessment after-action reporting and/or lessons learned requirements for joint exercises training events wargames or operational events.
  • Experience collecting documenting evaluating analyzing and synthesizing observations and issues into actionable findings reports and recommendations.
  • Experience facilitating or supporting After-Action Reviews hotwashes lessons-learned reviews and other event debrief processes.
  • Experience preparing after-action reports technical reports quick-look reports briefing materials validated lessons-learned products and issue-resolution products.
  • Understanding of requirements contained in the CJCS 3500 series Joint Training documents SI 508-3 and SI 509-1 After Action Issue Solution/Resolution and Lessons Learned Program.
  • Experience supporting the Joint Training System and/or exercise assessment processes including collection planning observation management issue development and corrective-action tracking.
  • Demonstrated ability to prepare clear concise and well-structured oral presentations and written correspondence for General/Flag Officers senior civilian personnel and other decision-makers.
  • Experience using Government-approved lessons learned exercise management issue-tracking or dashboard applications; familiarity with JTT lessons-learned dashboards or comparable tools is required.
  • Ability to coordinate with USSTRATCOM directorates Components other Combatant Commands Services Joint Staff organizations interagency partners and other Government agencies.

                  PREFERRED QUALIFICATIONS:â

                  • Prior experience supporting USSTRATCOM another Combatant Command Joint Staff Service Headquarters or Major Command exercise training assessment or lessons-learned programs.
                  • Experience serving as an exercise observer/trainer evaluator assessor facilitator data collector or member of an Exercise Control Group.
                  • Experience with Joint Training Tool administration lessons-learned dashboard administration issue-management workflows user training and historical trend analysis.
                  • Familiarity with the Joint Event Life Cycle Master Scenario Event List processes Joint Exercise Control Group operations and Command Post Exercise Field Training Exercise Tabletop Exercise or wargame execution.
                  • Experience supporting senior-leader briefings issue-resolution boards capability-gap analysis or corrective-action management.
                  • Experience using data visualization dashboard analytics artificial intelligence or machine-learning tools to support analysis of exercise observations and readiness issues.

                            • Bachelors degree in related field; additional years of experience may be used in lieu of degree
