Job Description:

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

Administration & Office Operations

  • Manage the County Engineers calendar schedule meetings coordinate project-related appointments and prepare relevant documentation.
  • Serve as the primary front-desk point of contact handling a high volume of public and contractor calls walk-ins and inquiries; triage issues and route to engineers as appropriate.
  • Maintain office files departmental records ROW/plat documentation engineering reference materials and regulatory documents using digital document-management systems.
  • Coordinate incoming/outgoing mail supply inventory purchasing requests vendor communications and invoice coding and processing.

Technical Support

  • Assist with tracking engineering projects permitting workflows procurement steps and contractor/vendor communication.
  • Enter update and verify data in GIS platforms permitting systems plat tracking systems and internal engineering databases.
  • Prepare and submit materials for Commissioners Court including agenda items supporting documents plates for signature and notarized filings.
  • Support annual budget preparation departmental expenditure tracking and related financial workflows.

Customer & Department Interaction

  • Respond to public questions about county engineering processes driveway permits plating requirements and general development guidelines.
  • Coordinate with other County departments and external agencies on engineering-related matters permitting and project milestones.
  • Maintain departmental references including code books subdivision regulations engineering checklists and vendor lists.
  • Schedule training secure hotel accommodations and track and renew memberships.

Required Skills

  • Working knowledge of engineering or permitting workflows procurement processes and county or municipal operations.
  • Proficiency with Microsoft Office (intermediate level) including Outlook scheduling Excel tracking sheets and Word document formatting.
  • Prior experience with at least one of the following:
  • -GIS platforms
  • -Permitting software
  • -Document-management systems
  • -Engineering project tracking tools
  • Ability to handle constant public interaction manage time-sensitive customer needs and communicate clearly with residents developers and contractors.
  • Strong attention to detail and ability to support budgets invoices and procurement documentation.

Preferred Qualifications

  • Experience supporting civil engineering public works development services or similar technical departments.
  • Experience preparing agenda submissions for Commissioners Court City Council or similar governing bodies.
  • Experience in handling plats ROW documents permits or development agreements.
  • Familiarity with the Texas Open Records Act local government processes or county regulatory frameworks.
  • Experience coordinating multi-stakeholder projects involving contractors developers engineers or surveyors.

Minimum Education and Experience Requirements:

  • High school diploma or GED required;
  • At least 5 years of administrative experience with 3 years in a government engineering construction permitting or procurement environment; or an equivalent combination of experience that provides the necessary skills.
  • Demonstrated experience supporting leadership roles (director level engineer manager or public-sector equivalent).

Physical Demands:

  • Performs Sedentary work with occasional walking or standing; lifting up to 10 pounds; frequent sustained keyboard use.

Unavoidable Hazards (Work Environment):

  • Standard office environment with significant public interaction.

Special Certifications and Licenses:

  • Must possess and maintain a valid state drivers license with an acceptable driving history.
  • Ability to obtain and maintain a Texas Notary Public commission.
