Description of Work

The Accounting Purchasing and Grants Manager directs the financial administrative purchasing and grants functions that support operations within the NC State Laboratory of Public Health. The position manages complex business activities including contract administration budget and grant funding oversight accounts payable and receivable fixed assets and financial reporting within a high-volume laboratory environment.

The Accounting Purchasing and Grants Manager provides leadership in program planning development implementation and evaluation and exercises significant independence in resolving administrative and technical issues that affect laboratory operations. This position also supervises financial and purchasing staff and collaborates with internal partners to ensure accurate fiscal monitoring compliant procurement practices and effective operational support. Work is performed under general supervision and is evaluated based on operational effectiveness and achievement of program goals and objectives.


Key Duties Include:
- Assist the Operations Manager with fiscal management of a budget exceeding $30 million for a highcomplexity laboratory with more than 200 personnel.

- Analyze administrative problems and develop recommendations for new or revised policies and procedures related to budget finance accounting procurement and operations.

- Serve as the primary contact and responsible official for contracts applications and program documents supporting laboratory operations.

- Direct delegate and lead financial and purchasing staff responsible for contracts fixed assets accounts payable and receivable budgeting and purchasing activities.

- Examine and reconcile financial components of grant agreements and modifications to ensure accuracy and alignment with funding requirements.

- Monitor expenditures across funding elements to verify correct charging of costs and availability of funds needed to complete projects.

- Manage and prepare the analysis and closeout processes for financial budgets accounts payable and procurement activities.

- Compile analyze and prepare monthly quarterly and annual financial reports to detect and resolve financial or operational issues.

- Oversee administrative and technical direction across the program area ensuring alignment with program goals and operational expectations.

- Coordinate with internal and external partners to support compliant procurement financial accountability and effective program operations.

Knowledge Skills and Abilities/Management Preferences

• Demonstrated experience managing highvolume accounts payable and accounts receivable workflows using established state financial processes to ensure accurate and timely transactions.

• Proven proficiency using the North Carolina Financial System (NCFS) and Microsoft Excel to compile analyze and prepare financial data for monthly quarterly and annual reporting

• Documented success examining and reconciling financial components of grant agreements and modifications to support accurate funding allocation and compliance.

• Demonstrated experience applying state procurement policies general statutes and Administrative Code requirements to support compliant contracting and purchasing operations for IT and nonIT commodities and services.

• Proven effectiveness directing financial and purchasing staff in processing contracts fixed assets budget transactions and procurement activities to maintain consistent standardized operational performance.
