ROLE PURPOSE:
The CVA/FSL Technical Advisor is responsible for providing strategic and technical leadership to ensure that Save the Childrens Cash and Voucher Assistance (CVA) and Food Security and Livelihoods (FSL) humanitarian and recovery interventions in Ukraine are of high technical quality aligned with national and international standards and contribute to the objectives of Save the Childrens Country Strategic Plan.
The role provides technical oversight capacity building and quality assurance to field teams and partners implementing CVA/FSL programmes while supporting the integration of cash as a delivery modality across sectors particularly Shelter. The CVA/FSL Technical Advisor leads on proposal development donor engagement and identification of strategic partnerships and represents Save the Children in relevant national coordination mechanisms including the Cash Working Group (CWG) Food Security and Livelihoods Cluster Strategic Advisory Group (SAG) and other technical forums as required.
The post holder also supports the implementation of sector-wide systems and tools such as referral mechanisms and HotPot and works closely with internal and external stakeholders to strengthen the effectiveness scale and impact of CVA/FSL programming across Ukraine.
KEY AREAS OF ACCOUNTABILITY:
Program development and donor reporting
- Contribute to technical development of concept notes and technical proposals ensuring that project design and proposal development (within Humanitarian and Recovery fields) processes are evidence-based and utilize participatory approaches.
- Ensure that technical proposals consistently and effectively integrate other thematic areas (such as child protection adolescents and youth and others); in particular facilitate mainstreaming of gender inclusion social cohesion and resilience throughout all aspects of technical proposals humanitarian and recovery (narrative logical framework etc.).
- Overall responsible for the timely implementation of the program activities ensuring that services are delivered on time on budget and in compliance with donor regulations.
- Monitor guide and supervise the field teams and partners in day-to-day project implementation informed by conflict sensitivity and following a needs-based approach.
- Ensure that all projects are implemented in ways responsive to communities partners and children in line with SCs principles value and strategic plan and compliant with SCs procedures and look for a growing integration of the programmatic components.
- Explore innovative solutions and approaches to design competitive effective high-quality integrated programs (Humanitarian and Recovery).
- Promote synergies and ensure the overall coherence and relevance of multi-sectoral response through internal referral and ensure that an area-based approach is followed with clear synergies among activities and sectors.
- Provide overall leadership strategic direction and management oversight for the CVA&FSL (and Shelter when needed) programs ensuring alignment with organizational goals donor requirements and humanitarian standards.
Partnership and Localization
- Work with the Awards & Partnership team to identify appropriate partners for implementation of the Humanitarian and Recovery sector response including conducting capacity assessment and developing capacity strengthening plans based on gap assessments.
- Work with the partners to develop their program design and proposals Humanitarian and Recovery ensuring they align with SC strategy and award design.
- Ensure frequent review of partner progress against the budget and work plan and support partners to alter activities/strategies considering context changes or operational challenges.
Technical Support and Program Implementation
- Contribute to situation/response analysis sector strategy documents and sector response plans as well as Program design for Humanitarian and Recovery working with the partner teams and field teams to ensure design is appropriate and implementable.
- Support the field Area Offices in Scenario planning and trend analysis to capture the pressing needs of vulnerable children and families in the area of operation. Identify and support opportunities for assessments to inform responsive program design in Humanitarian and Recovery projects.
- Lead the contextualization of CVA/FSL tools and guidance identify capacity gaps and coordinate training and mentoring for SC partner staff and facilitators within the Humanitarian and Recovery approaches.
- Monitor the quality and consistency of CVA/FSL implementation and support efforts to promote the transition to Recovery and development efforts.
- Support the integration with other sectors and stakeholders (e.g. shelter education social protection) at field level.
- Provide regular technical supervision coaching and mentoring to Coordinators Officers and partner staff delivering interventions with a focus on building sustainable national capacity.
- Identify institutional and individual capacity gaps and contribute to the development of tailored capacity strengthening plans.
- Promote a culture of learning and collaboration across SCI and partner teams encouraging reflective practice and peer learning.
Monitoring Evaluation and Accountability
- Support the Technical Advisors and MEAL department to develop M&E and indicator tracking plans (Humanitarian and Recovery) for all grants input into the development and additional M&E tools as necessary to monitor project progress
- Regularly support the review use of monitoring tools and quality benchmarks facilitating reflections against the data analysis and the findings.
- Contribute to internal studies learning agendas and evidence generation on CVA and FSL Humanitarian and Recovery outcomes and impact.
- Provide technical input into donor reports and learning products ensuring accuracy and relevance.
- Ensure tracking of set indicators throughout the implementation cycle and regular reporting on impact and in coordination with the Monitoring and Evaluation Manager assist partners in developing appropriate Humanitarian and Recovery strategies for monitoring and evaluating implemented activities.
- Provide feedback on visit reports and implement action identified following the observation/recommendation reported.
- Support the field teams with technical aspects about the accountability mechanisms ensuring that feedback from children communities and all other relevant stakeholders is considered in program design and throughout the project cycle
- Identify and increase opportunities for Child Participation in program implementation.
- Regularly coordinate and collaborate with other Program Managers and Program teams to strengthen programmatic synergies integration and impact for children.
Coordination and Representation
- Lead at area level the coordination of SCs (CVA/FSL) activities with other humanitarian actors (UN INGOs CSO NGO) and National and Local Authorities when needed.
- Ensure external representation and coordination with relevant area level forum and local authorities
Internal Collaboration
- Support Area Office teams in their interventions (Humanitarian and Recovery) and liaise regularly with partner organizations. Ensure SCI and partners report consistently and effectively and participate fully in relevant coordination mechanisms.
- Regularly coordinate and collaborate with Program Managers and Program teams to strengthen programmatic synergies integration and impact for children within the implementation of Humanitarian and Recovery efforts and projects.

QUALIFICATIONS AND EXPERIENCE:
Education
- Bachelors degree in social science engineering business administration economy social work or related disciplines.
Essential
- Minimum of five years relevant work experience in CVA/FSL or related field with a strong technical understanding and experience of the sector including Recovery and/or Development projects.
- Fluency in written and spoken English and Ukrainian.
- Experience working for an NGO or other humanitarian or development organisations in Ukraine.
- Experience coordinating with local or national authorities (e.g. Youth Council City Councils Ministry of Social Policy and other governmental and local authorities) INGOs and NGOs.
- Excellent project management skills including planning budgeting coordination evaluation and reporting with the ability to manage a workload comprised of complex diverse tasks and responsibilities.
- Experience developing project proposals and familiarity with key project design tools (e.g. problem trees logical frameworks SMART indicators etc.).
- Ability to identify CVA/FSL-related needs and gaps in each context (humanitarian/development) to inform a holistic response for children and their families.
- Experience in building relationships fostering interagency coordination and representing an organization to external stakeholders.
- Experience in designing and facilitating trainings and capacity building.
- Excellent interpersonal and communication skills.
- Commitment to upholding Save the Childrens Child Safeguarding Policy as well as principles of do no harm and confidentiality.
- Understanding of and commitment to SCI aims values and principles including rights-based approaches.
Desirable
- In-depth knowledge of one or more specific technical areas such as adolescents & youth inclusion social cohesion and community resilience.
- Masters degree in social science social work or related discipline.
