QSSU-SINOPEC-PCS-PRE-COMMISIONING SUPERVISOR (OFFSITE)
Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Uganda Kenya Tanzania Rwanda and South Sudan.
On behalf of our client SINOPEC we are looking for a competent skilled and experienced Pre-commissioning supervisoroffsiteto work at Site in Uganda
The primary responsibilities of this position include:
Planning and Coordination
Review approved pre-commissioning procedures drawings specifications
and project requirements.
Prepare E&I pre-commissioning work plans schedules manpower
requirements and test plans.
Coordinate activities with: Construction team Mechanical pre-commissioning
team Commissioning engineersQA/QC inspectorsHSE department and CPY
Participate in system/subsystem handover planning and readiness reviews.
Electrical Pre-Commissioning Responsibilities
Supervise and verify testing of:
Electrical Equipment Inspection
Verify installation completion and inspection of:
Switchgear (LV/MV)Distribution boardsTransformersUPS systemsBattery

Check:

Required Qualifications & Experience
Academic Qualifications
Bachelors degrees in electrical/Instrument/Telecoms engineering or Trained qualifications ( welding CSWIP 3.1/AWS CWI)
Required experience
Minimum 10 years total experienceIncluding:
5 years or more experience in E&I pre-commissioning/commissioning activities Previous experience in:Oil & Gas facilitiesWellpadsPipelines
Experience with EPC projects and Client handover is preferred.
Technical Knowledge Requirements The supervisor should be familiar with:LV/MV distribution systemsSwitchgear and MCCTransformersMotorsUPS systemsProtection relaysEarthing systemsField instrumentsSmart transmitters (HART/FF)Control valvesPLC/DCS/SIS systemsFire & Gas systems
Knowledge of commonly referenced standards:

Required Skills:
QUALIFICATIONS AND REQUIRED EXPERIENCE Professional experience: Bachelors degree in Social Sciences/Humanities Business Administration or any other related discipline. A related Masters degree will be an added advantage. Minimum 08 (eight) years of relevant professional experience in extractive industries including considerable experience in developing economies and international organizations. Good track record of working experience with lender financed projects including IFC & Equator Principles IV East Africa experience required Excellent interpersonal and communication skills with the ability to interface effectively with all levels of management and in a multi-cultural business setting. Experience and ability to effectively lead a team (mentoring delegation and motivation techniques); Analytical and stakeholder engagement skills. Technical competencies: Knowledge of CSO/NGO engagement human rights and legal and PIIM. Knowledge of International Human Rights Standards especially the UN Guiding Principles on Business and Human Rights the UN Voluntary Principles on Security and Human Rights and IFC Performance Standards. Behavioral competencies: Ability to work in a multi-cultural business setting. Excellent interpersonal and communication skills are essential.
