WHO WE ARE:

The East African Crude Oil Pipeline (EACOP) project is a Midstream development located across Uganda and Tanzania that includes a nearshore Marine Storage and Export Terminal (MST). Once completed the EACOP Company will operate the East African Crude Oil Pipeline a 1443 km long electrically heated crude oil export pipeline that transports oil from Kabaale - Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to the international markets.

JOB DIMENSIONS/ GENERAL JOB DESCRIPTION

To supervise and coordinate day-to-day production operations ensuring safe efficient and compliant execution of activities. The role supports the Operations Lead manages field operators and ensures proper control of permits isolations and maintenance activities especially in environments including unmanned stations.

DUTIES & RESPONSIBILITIES

In accordance with the policies and procedures in place in EACOP The Production Supervisor is responsible for:

Operations Supervision:

Supervise and direct field operators to ensure safe and efficient execution of daily production activities.

Monitor plant conditions and ensure alignment with production targets and operating parameters.

Conduct routine field inspections and ensure equipment integrity and operational readiness.

Ensure smooth execution of daily routines and operational checklists.

Permit to Work (PTW) Responsibilities:

Act as Permit Issuer/Area Authority as required.

Review and monitor all permits to ensure compliance with safety and operational requirements.

Coordinate permit campaigns ensuring proper planning risk assessment and execution.

Verify worksite conditions prior to permit approval and ensure proper closure of permits.

Isolation and Inhibition Management:

Prepare review and authorize isolation plans (mechanical electrical process).

Ensure isolations are correctly implemented verified and documented.

Manage system inhibitions/overrides ensuring proper authorization tracking and timely removal.

Maintain integrity of safety-critical systems during maintenance and operations.

Maintenance Coordination & Handover:

Coordinate closely with maintenance teams for safe execution of work.

Prepare and execute equipment handover for maintenance and ensure proper reinstatement after work

Ensure all isolations permit and risk controls are in place before releasing equipment. . Participate in planning and prioritization of maintenance activities.

Support to Operations Lead:

Act as backup to the Operations Lead when required (Deputy Designated Site Authority /DAS)

Work as Operating Authority for site.

Assist in operational decision-making and incident management.

Provide input for production planning optimization and reporting.

Ensure continuity of operations during leadership absence.

Commissioning Start-up & SIMOPS Support.

Support commissioning and start-up activities ensuring procedures are followed safely.

Coordinate and manage SIMOPS (Simultaneous Operations) to avoid conflicts and risks.

Participate in pre-startup safety reviews and readiness checks.

Ensure clear communication between teams during critical operations

Unmanned Station Operations.

Oversee operations related to unmanned facilities including remote monitoring and periodic site visits.

Coordinate interventions inspections and maintenance campaigns at unmanned locations.

Ensure safety and compliance standards are maintained despite limited on-site personnel.

QUALIFICATIONS / EXPERIENCE REQUIRED:

Academic Qualifications:

Bachelors degree or relevant technical diploma (Engineering Information Technology or related discipline preferred)

Experience Required:

Minimum of 10 years experience in oil & gas plant operations

Experience in plant & control room operations for production gas processing refining or utilities

Strong experience in PTW systems isolations and field supervision

Demonstrated ability to supervise teams coordinate multi-disciplinary operations

Exposure to commissioning start-up and SIMOPS activities

Leadership experience supervising field personnel

Required Skills:

QUALIFICATIONS AND REQUIRED EXPERIENCE Professional experience: Bachelors degree in Social Sciences/Humanities Business Administration or any other related discipline. A related Masters degree will be an added advantage. Minimum 08 (eight) years of relevant professional experience in extractive industries including considerable experience in developing economies and international organizations. Good track record of working experience with lender financed projects including IFC & Equator Principles IV East Africa experience required Excellent interpersonal and communication skills with the ability to interface effectively with all levels of management and in a multi-cultural business setting. Experience and ability to effectively lead a team (mentoring delegation and motivation techniques); Analytical and stakeholder engagement skills. Technical competencies: Knowledge of CSO/NGO engagement human rights and legal and PIIM. Knowledge of International Human Rights Standards especially the UN Guiding Principles on Business and Human Rights the UN Voluntary Principles on Security and Human Rights and IFC Performance Standards. Behavioral competencies: Ability to work in a multi-cultural business setting. Excellent interpersonal and communication skills are essential.
