Job Summary

Drive the end-to-end planning implementation and monitoring of project procurement activities across assigned Regional Hubs to advance the Banks development mandates. This role ensures rigorous compliance with procurement guidelines throughout the entire project lifecyclefrom initial preparation and appraisal to successful implementation and closure. Additionally the position serves as a strategic contributor to policy formulation strategy development and stakeholder capacity building in project procurement.

Requirements
Policies Procedures & Processes
  • Ensure Effective Policy Adherence: Execute and enforce the practical application of all internal procurement policies and procedures in strict accordance with the Banks established Procurement Guidelines.

  • Provide Technical Advisory Support: Deliver specialized procurement technical advice to beneficiary project teams via the Operations Team Leader (OTL) to assist in the accurate formulation of project procurement plans.

  • Contribute to Policy Innovation: Assist in the ongoing development and refinement of procurement policies and procedures ensuring alignment with Member Countries requirements Islamic Development Bank Group priorities and multilateral development bank (MDB) best practices.

Project Procurement Management
  • Deliver End-to-End Project Support: Provide comprehensive project procurement facilitation and implementation support across all critical project phases: at entry during active implementation and through to final completion to maximize delivery quality.

  • Manage Project Procurement Risks: Conduct rigorous procurement risk assessments for active projects and systematically follow up with relevant stakeholders to maintain acceptable high-standard risk mitigation protocols.

  • Support Project Formulation & Appraisal: Contribute actively to the elaboration of project concept notes as well as the initial preparation and formal appraisal stages of projects to deliver strategic procurement guidance.

  • Facilitate Portfolio Enablement: Organize and lead project start-up workshops and staff briefings to provide necessary procurement orientation and support for Country portfolios.

  • Review and Clear Statutory Documentation: Critically evaluate and officially clear beneficiary procurement documentsincluding Requests for Proposals Bidding Documents (BD) Pre-Qualification Documents (PQD) Expressions of Interest General Procurement Notices (GPN) and Specific Procurement Notices (SPN)ensuring absolute compliance with Islamic Development Bank mandates.

Customer Service & Stakeholder Management
  • Resolve Procurement Grievances: Contribute directly to the swift resolution of procurement issues raised by various stakeholders including providing key inputs for formal complaint handling to uphold the Banks strict service-level standards.

Capacity Development
  • Lead Specialized Training Initiatives: Design prepare and coordinate specialized internal and external workshops focused on project procurement policies and procedures to build the long-term capacity of all relevant stakeholders.

Reporting & Insights
  • Formulate Analytical Country Reports: Participate in the deep-dive research and preparation of critical institutional documents including Country Procurement Assessment Reports (CPAR) Country Portfolio Performance Reviews (CPPR) and Project Procurement Audit Reports.

  • Deliver Executive Briefings: Synthesize complex procurement data into clear periodic briefs to keep all internal and external parties consistently informed on active project developments.

Required Education:

Bachelors degree in Engineering or related in purchasing / procurement would be preferred.
