Job Summary

SCOPE OF WORK
IFMS & FINANCIAL SYSTEMS IMPLEMENTATION
  • Lead implementation of transversal financial systems including:
  • LOGIS across provincial departments
  • CSD / RFQ systems
  • e-Tendering platforms
  • Interim Invoice Tracking Tool
  • Support establishment of a Systems Support Unit for provincial departments.
  • Implement IFMS-related systems and enhancements aligned to provincial requirements.
DATA ANALYTICS & REPORTING
  • Develop and enhance financial data warehouse capabilities.
  • Improve financial dashboards and reporting systems.
  • Implement data capturing standards and departmental integration processes.
  • Establish a Data Analytics Support Unit.
  • Strengthen financial reporting for oversight accountability and decision-making.
ICT GOVERNANCE FINANCIAL MANAGEMENT & STRATEGY
  • Provide leadership in ICT governance and financial systems alignment.
  • Participate in ICT Steering Committees and governance forums.
Ensure compliance with:
  • PFMA requirements
  • National Treasury Regulations
  • Audit and internal control frameworks
  • Support ICT procurement processes and technical advisory functions.
  • Lead ICT workstreams under Provincial Financial Recovery initiatives.
  • Ensure alignment of ICT and financial systems strategy with government priorities.
DELIVERABLES
The Project Manager shall be responsible for:
  • Oversight of Data Warehouse development and implementation.
  • Management of financial reporting systems via the Data Analytics Centre.
  • Coordination of stakeholder engagements across departments.
  • Strategic input into ICT and financial systems strategy.
  • Leadership of transversal ICT and financial systems implementation programmes.
REPORTING REQUIREMENTS
Monthly reporting must include:
  • Deliverables achieved
  • Risks and issues
  • Mitigation measures
  • Planned activities
Quarterly reporting must include:
  • Consolidated project performance
  • Compliance and governance status (including PFMA alignment)
  • Milestone tracking
REQUIRED REPORTS
  • Monthly Progress Reports
  • Quarterly Performance Reports
  • Project Close-Out Reports
  • Updated Gantt Charts
  • Departmental Support Utilisation Reports
  • ICT Strategy Monitoring Reports
COMMUNICATION REPORTING & PERFORMANCE MONITORING
Reporting Lines
  • Reports to the Director: Financial Information Management Systems.
  • Overall oversight by the Provincial Accountant-General.
  • Responsible for escalation of risks and compliance issues in line with PFMA obligations.

Stakeholder Engagement
  • Coordinate departmental task teams and ICT/Finance stakeholders.
  • Engage CFOs steering committees and governance structures.
  • Ensure alignment between ICT delivery financial management and PFMA compliance requirements.
Performance Monitoring
Performance will be assessed against the approved project plan including:
  • Deliverable quality and timeliness
  • Stakeholder engagement effectiveness
  • Governance and PFMA compliance adherence
  • Achievement of project milestones and strategic objectives



Requirements
Qualifications
  • A minimum of an undergraduate tertiary qualification (NQF Level 7).
  • A qualification or coursework with a specialisation in Information Technology (IT).
  • Project Management certification: PMP and/or PRINCE2 Practitioner and/or Agile PM Practitioner.
Experience
  • Minimum of 5 years Project Management experience.
  • Proven experience in at least two (2) ICT and/or financial systems implementation projects.
  • Demonstrated experience managing large-scale IT projects across the full project lifecycle including:
  • Conceptualisation
  • Planning
  • Implementation
  • Monitoring and control
  • Evaluation and closure
Experience in public sector financial systems IFMS or transversal systems environments will be advantageous.
Skills Knowledge & Competencies
  • Strong end-to-end project management capability.
  • Excellent verbal and written communication skills.
  • Strong data analytics and reporting capability.
  • Advanced planning organisational and problem-solving skills.
  • Proficiency in Microsoft Office Suite and MS Project.
