Position Summary
The Supply Chain Manager is the PMCs senior supply chain authority responsible for providing independent oversight assurance and governance of procurement manufacturing expediting logistics customs materials management and supplier performance activities across a multi-billion-dollar Solar PV BESS HVAC transmission and IndonesiaSingapore subsea interconnector project. Acting on behalf of the Owner through the PMC appointment the role ensures that EPC contractors equipment manufacturers logistics providers and international suppliersparticularly major Chinese contractors and vendorsdeliver critical equipment and materials in accordance with project requirements while providing project leadership with transparent visibility of supply chain performance risks and forecast outcomes.
Role Purpose
The Supply Chain Manager is the PMCs senior supply chain lead responsible for providing independent oversight governance assurance monitoring and coordination of all procurement manufacturing expediting logistics transportation customs materials management and supplier performance activities associated with the project.
The role acts on behalf of the Project Owner through the PMC appointment and is responsible for ensuring EPC/EPCI contractors and suppliers effectively manage their supply chains to support project delivery objectives.
This role provides independent oversight and assurance that contractors are procuring manufacturing transporting and delivering equipment and materials in accordance with project requirements and delivery schedules.
Role Objectives
The primary objectives of the role are to:
- Protect the Owner from supply-chain-driven schedule delays.
- Ensure visibility of the complete supply chain.
- Provide independent verification of procurement progress.
- Monitor manufacturing performance and equipment readiness.
- Identify and mitigate supply chain risks.
- Ensure logistics and customs activities support project milestones.
- Maintain transparency of contractor procurement status.
- Provide early warning of emerging supply chain issues.
- Support successful commissioning and energisation schedules.
Key Responsibilities
1. Supply Chain Leadership & Governance
- Establish and lead the PMC Supply Chain Management function across all project workstreams.
- Develop supply chain governance assurance reporting and performance management frameworks.
- Serve as the key adviser to the Project Director and Owner on procurement logistics and supply chain matters.
- Ensure alignment between procurement manufacturing construction marine installation commissioning and commercial operation milestones.
2. Procurement & Vendor Management
- Provide independent oversight of procurement activities across Solar BESS Transmission and Subsea Cable packages.
- Monitor procurement strategies critical equipment sourcing long-lead items and contractor performance.
- Validate procurement progress forecasts supplier commitments and delivery schedules.
- Assess supplier capabilities capacity and procurement-related risks.
3. Manufacturing Surveillance & Expediting
- Lead manufacturing oversight and expediting activities for critical equipment and materials.
- Monitor supplier performance production progress manufacturing schedules quality and delivery milestones.
- Establish escalation and recovery plans for manufacturing delays and supply chain disruptions.
- Provide independent verification of EPC contractor-reported manufacturing and procurement status.
4. Logistics Transportation & Trade Compliance
- Oversee logistics planning and execution from factory to project site including inland transportation ports ocean freight customs clearance storage and final delivery.
- Monitor marine logistics heavy-lift and oversized cargo transportation and installation interfaces.
- Ensure compliance with import/export regulations customs requirements hazardous cargo regulations and project-specific trade obligations.
5. Supply Chain Risk & Interface Management
- Develop and maintain a comprehensive supply chain risk management program covering suppliers manufacturing logistics customs geopolitical and market-related risks.
- Coordinate interfaces between EPC contractors equipment suppliers logistics providers construction teams and commissioning teams.
- Drive mitigation strategies contingency planning and timely escalation of critical supply chain threats.
6. Commissioning Readiness & Project Support
- Support construction commissioning and operational readiness activities by ensuring materials spare parts documentation and equipment are available when required.
- Monitor supply chain performance against key project milestones and commercial operation targets.
- Protect Owner interests through independent assurance of supply chain execution and readiness.
7. Reporting & Performance Management
- Prepare and present regular supply chain reports dashboards and risk assessments.
- Provide project leadership with clear visibility of procurement status supplier performance manufacturing progress logistics readiness delivery forecasts and emerging risks.
- Recommend corrective actions to maintain project schedule and delivery objectives.

Qualifications :
Required Experience
Essential
- Bachelors degree in Supply Chain Management Engineering Procurement Logistics Business Administration or a related discipline.
- Minimum 15 years of progressive experience in project procurement supply chain management and logistics within large-scale capital projects.
- At least 8 years of experience in senior supply chain leadership roles managing multidisciplinary and international teams.
- Proven experience supporting major EPC/EPCI projects from project execution through commissioning.
- Demonstrated expertise in managing complex international supply chains across multiple jurisdictions.
- Strong experience in manufacturing surveillance supplier performance management expediting and quality oversight.
- Track record of delivering procurement and supply chain strategies for capital projects valued at more than US$1 billion.
Preferred Qualifications
- Experience in renewable energy developments including utility-scale solar projects.
- Knowledge of Battery Energy Storage Systems (BESS) procurement and project execution.
- Experience supporting high-voltage transmission and grid infrastructure projects.
- Exposure to subsea cable installation and marine infrastructure developments.
- Familiarity with supply chain challenges and requirements specific to the energy transition sector.
- Extensive experience working with Chinese EPC contractors OEMs and supply chain partners.
- Familiarity with China-based manufacturing environments and supplier networks.
- Direct project experience in Indonesia and Singapore.
- Experience managing cross-border energy and infrastructure projects.
- Knowledge of project-financed developments and lender-driven procurement requirements.
- Proven capability in planning and executing logistics for oversized heavy-lift and critical project cargo.
Professional Qualifications
The following certifications are preferable:
- Certified Professional in Supply Management (CPSM)
- Chartered Institute of Procurement & Supply (CIPS) Certification/Accreditation
- APICS/ASCM Certifications (e.g. CPIM CLTD)
- Certified Supply Chain Professional (CSCP)
- Project Management Professional (PMP)
- Other relevant procurement supply chain or project management certifications
