Job Summary
Responsibilities
- Oversee daily vessel movements ensuring safe and efficient operations.
- Assist in the day-to-day technical and operational management of vessels ensuring compliance with OVID OVMSA ISM Code ISPS and MLC regulations.
- Ensure adherence to maritime laws safety regulations and company policies.
- Assist the respective Project Leader(s) in overseeing all operations related matters.
- Assist in marine consultancy and project support including vessel delivery audits pre-purchase inspections and compliance consultancy.
- Coordinate with other functional managers (for HSE Procurement Crewing Maintenance & Repairs) to ensure efficient operations and minimal down time.
- Coordinate with vessel Masters Chief Engineers and shore-based teams to support safe and efficient vessel operations.
- Maintain communication with various stakeholders including ship masters clients and regulatory bodies.
- Monitor vessel performance (fuel efficiency maintenance schedules QHSSE KPIs) and escalate issues for corrective action.
- Support crew management and logistics including planning rotations medical checks and training compliance.
- Liaise with clients port authorities and agents in Singapore and the region for clearances bunkering crew changes and inspections.
- Maintain accurate operational records and reports for clients regulators and internal management.
- Participate in the companys QHSSE initiatives contributing to safety meetings risk assessments and continuous improvement.
- Provide 24/7 operational support on a rotational basis for vessel emergencies or urgent requirements.
- Develop and implement operational plans including cargo loading and unloading stowage tow arrangements and voyage planning.
- Identify and mitigate potential risks associated with marine operations. To work closely with the companys QHSE Lead to conduct risk assessments implement safety measures and to handle incidents and emergencies.
- Monitor and control operations related costs and to develop operation budgets.
- Implement improvements to the workflow that could enhance customer satisfaction and optimize resources as well as prevent potential problems.
- Any other ad-hoc duties as assigned.
Required Qualifications & Skillsets
- Min. diploma graduate in Marine Management Maritime Studies Nautical Science Marine Engineering or related discipline or personnel with relevant experience in this field.
- Proficiency in both English and Mandarin is required to effectively coordinate with cross-regional teams authorities and Mandarin speaking stakeholders.
- Knowledge of international maritime regulations (ISM ISPS OVID/OVMSA MLC).
- Strong organizational and multitasking skills; able to manage operational demands under time pressure.
- Excellent communication and interpersonal skills to work with multinational crews clients and stakeholders.
- Proficiency in MS Office and familiarity with ship management software systems is an advantage.
- Willingness to provide on-call support for operational matters.
- Willingness to travel to support international projects.
Experience
- Minimum 3 years of experience in marine operations management.
- Strong knowledge of maritime regulations and safety standards.
- Experience working in the Marine Offshore Oil & Gas industry preferred.
- Familiar with the Offshore Support Vessels and Offshore Construction Vessel.
- Experience as a seafarer a plus.
