Deputy Contracts Manager

Support the Senior Commercial Manager in managing commercial and contractual matters for major road construction and civil infrastructure projects.

Oversee the administration of main contracts and subcontract agreements including contractual obligations notices correspondence and submission deadlines.

Monitor project costs assess commercial performance prepare cost forecasts and identify cost overruns and opportunities for cost recovery.

Manage monthly progress claims payment applications payment certification and cash recovery ensuring timely submissions and follow-up on outstanding payments.

Lead the preparation evaluation and negotiation of contractual claims variation orders Engineers Instructions and changes to the scope of works.

Oversee subcontract procurement commercial evaluations subcontract awards payment assessments variation claims and final account settlements.

Liaise with clients consultants engineers subcontractors and suppliers to resolve commercial issues and negotiate contractual entitlements.

Identify contractual and financial risks assess their potential impact and implement appropriate mitigation measures to protect the companys commercial interests.

Prepare regular commercial reports for senior management and supervise the commercial team providing guidance on contract administration claims management and cost control.

Lead the preparation negotiation and settlement of final accounts ensuring outstanding claims variations payments and contractual matters are resolved before project completion.

Degree in Quantity Surveying Civil Engineering Construction Management or a related discipline.

Minimum 15 years of relevant Quantity Surveying and commercial experience including 35 years managing or leading a commercial team on major road construction or civil infrastructure projects.

Strong knowledge of construction contract administration claims management variation valuation subcontract management payment certification and cost control preferably on LTA projects in Singapore.

Proven track record in managing high-value contracts negotiating with clients and subcontractors resolving contractual disputes and achieving effective cost recovery.

Excellent analytical organisational communication and stakeholder management skills with the ability to lead a commercial team and work effectively with project and senior management teams.
