To manage and develop technical training programs for technical trainees and employees within a large-scale industrial environment. The role is responsible for designing coordinating and overseeing technical development initiatives managing relationships with training providers monitoring trainee performance and ensuring workforce capability development aligns with organizational objectives. The position requires regular presence at operational sites and direct engagement with trainees.
Key Responsibilities
Design coordinate and manage technical learning and development programs for technical employees and trainees.
Develop and implement structured trainee development programs from entry-level recruitment through qualification and deployment.
Coordinate with educational institutions training providers and subject matter experts to deliver technical training solutions.
Source and manage external training courses and vendors.
Develop internal technical and management development programs.
Monitor trainee progress performance attendance and development outcomes.
Manage training logistics budgets vendor relationships travel arrangements and related administration.
Conduct and facilitate in-house technical training sessions and workshops.
Partner with operational leaders to identify skills gaps and workforce development needs.
Support continuous improvement of learning and development systems processes and programs.
Provide guidance and mentoring to junior team members.
Mandatory Requirements
Bachelors Degree in Engineering (fundamental requirement).
Minimum 8 years of experience in Learning & Development Technical Training Talent Development Workforce Development or related functions.
Proven experience within the energy power utilities oil & gas petrochemical or heavy industrial sectors.
Hands-on experience designing developing and implementing technical training programs.
Experience coordinating large-scale trainee graduate apprenticeship scholarship or national workforce development programs.
Strong stakeholder management experience with training institutions operational departments and external training providers.
Experience developing programs from the ground up including curriculum design competency frameworks and training pathways.
GCC/Gulf region experience is essential.
Strong communication presentation and facilitation skills.
Fluent English required; Arabic is advantageous.
Preferred Profile
Technical professional with an engineering background and practical understanding of power generation energy utilities or industrial operations.
Experienced trainer and learning facilitator.
Proven track record in developing nationalization localization graduate development apprenticeship or technical trainee programs.
Experience outsourcing training courses and managing external learning providers.
Familiarity with Lotus Notes is a strong advantage.
