Job Summary
Provides expert guidance on the development negotiation and management of contracts within public sector frameworks ensuring compliance with governmental policies and procedures.
Key Responsibilities:
- Advice on contract structuring and risk mitigation strategies.
- Review and validate contract terms in alignment with public sector regulations.
- Coordinate with legal and procurement teams to ensure contract integrity.
- Monitor contract performance and compliance throughout the lifecycle.
- Support audits and reporting related to contractual obligations.
Requirements
- Bachelors degree in related discipline.
- 20 years of experience in contracting and procurement including at least 3 years in a governmental role within the State of Qatar.
- Proven ability to manage contract negotiations involving international vendors and joint ventures.
- Experience in drafting performance-based contracts and service-level agreements (SLAs).
- Familiarity with Qatars legal framework for public contracts including Law No. 24 of 2015 (the Regulation of Tenders and Auctions Law)
- Ability to assess and manage contract risks including financial exposure and legal liabilities.
- Experience in contract close-out procedures including final audits and reconciliation.
- Strong understanding of contract amendments extensions and termination protocols.
- Ability to mentor junior contract officers and contribute to institutional capacity building.
- Bilingual proficiency (Arabic and English) is a must.
