Job Summary
Located on Al Udeid Airbase in Doha the Qatar Technical Institute provides internationally recognized training programs to the all three services that make up the Qatar Armed Forces. The QTI training pipeline consists of Foundation Training General Engineering and Specialty Type Training. Supporting Qatar vision 2030 this ensures QAF personnel are equipped with appropriate skills and knowledge for a career in the Armed Forces.
- The individual in this role will be responsible for supporting the coordination of the Project Management (inc. Continuous Improvement) activities in support of successful delivery of Training and Instructional output for the Qatar Armed Forces (QAF).
- The incumbent will be capable of overseeing the day-to-day activities within the Project Management team managing all project control mechanisms and processes and working closely with with the Qatar Program Office (QPO) and Qatar Branch Office (QBO) to maintain a robust manageable project management and control system.
- They would have a specialist knowledge of in one or more areas of Project Management & Control (e.g. cost risk opportunity change control scheduling resourcing) and be expected to be able to adapt these practices in the context of QTI as well as advising guiding and instructing others in their application.
- The incumbent must be comfortable with working in a fast-paced and dynamic environment working with a degree of autonomy/with limited supervision.
- Ensuring consistent application of Project Management policies principles and governance across the Qatar Technical Institute (in accordance with the Project Management Plan Operatonal Framework and LCM Mandates).
- Supporting Contract Closure activities for QTI/Facilities CSRs.
- Managing and coordinating the application of an effective Good Ideas and Continuous Improvement process that will make a material difference to operational and financial performance of the QTI.
- Provide support to the PM Lead in managing monitoring and controlling the Technical Institute and/or Facilities CSR ensuring timely and high quality inputs are provided through Management to the Head of the Technical Institute and Qatar Programme. Including but not limited to:
- Maintenance of Project baselines ensuring the application of effective change control processes as well as management of risk opportunity and resourcing activities. Including but not limited to:
- Supporting the PM Lead with the application of the BAE Systems Lifecycle Management Framework particularly the Phase Review requirements.
- Assisting with documenting evidence in support of Contractual Payment Milestones.
- Ensuring the Project and Business Governance activities remain topical and aligned with any overarching BAE Systems policies that may be applicable.
- Providing Project Management support/oversight to the Foundation and Vocational Teams with a Service Delivery mindset. This may include coordinating courseware design in accordance with the Certificate of Design (CoD) process as well as assisting the teams in implementing improvement initiatives.
- Creating periodic reports for all relevant internal and external stakeholders. Ensuring Technical Institute progress is communicated effectively.
- Acting as the focal point for Export Control and Responsible Document and Record Management obligations that are applicable to the QTI.
- Working within a multi-functional and diverse team of people from varying nationalities cultures and backgrounds.
- Delivering personal and team objectives in accordance with direction set by Senior Leadership in support of Business aims and objectives.
- Supporting collaborative working both internally and externally to the QTI.
- Project managing tasks of low to medium complexity identifying and managing risks and opportunities in order to meet defined outputs and deliverables.
- Ensuring planning scheduling controlling and reporting activities such that progress can be established against budgets and performance criteria.
- Project Management - Familiarity with project management methodologies tools and techniques.
- Proven ability to effectively plan execute and monitor performance improvement projects ensuring they are completed on time within budget and in alignment with organisational objectives.
- Data Analysis and Interpretation - Strong analytical skills so able to identify trends in data and monitor progress against key performance indicators establishing recovery plans where necessary.
- Continuous Improvement and Best Practices - Aware of industry trends best practices and emerging technologies related to business process improvement performance management and organisational efficiency.
- Lifecycle Management - Awareness of the BAE Systems Lifecycle Management Framework paired with experience across Phases of Lifecycle including Phase Reviews Design Reviews and Contract Reviews.
- Data Analysis - Utilise data-driven insights to identify trends analyse performance metrics and recommend data-backed solutions for process enhancements and performance improvements.
- Change Management - Coordinate change initiatives by effectively communicating changes gaining buy-in from stakeholders and guiding teams through transitions to achieve improved business outcomes.
- Process Improvement - Identify assess and redesign existing business processes to streamline operations eliminate bottlenecks and enhance overall efficiency ensuring alignment with organisational goals.
- Project Management - Demonstrate strong project management skills to be able to oversee/deliver projects of varying size/complexity from conception to implementation ensuring timely delivery resource optimisation and successful outcomes.
- Stakeholder Collaboration - Collaborate cross-functionally with various teams and departments building strong relationships and facilitating cooperation to drive continuous improvement initiatives and achieve organisational objectives.
- Middle East Awareness Demonstrate awareness of working in a Middle East environment.
- Demonstrable experience and possession of additional language skills relevant to the region would be highly desirable but not necessary.

Working in this role candidates must have:
- APM Project Management Qualification or IPMA Level D equivalent
- 5-years experience working in complex Project Control systems
- Ability to discharge Project Management delivery and Project Control responsibilities in tandem
- Competent in the use of IT spreadsheets word processing and database management
- A desire to drive the increased use of cutting-edge technology in the Technical Institute
It would be highly desirable (but not necessary) for candidates to have:
- APM Project Professional Qualification (was APM Practitioner Qualification) or IPMA Level C equivalent
- Additional Language Skills pertinent to the Middle East environment
Required Skills:
Comply with the latest issue of the BAE SYSTEMS Part 145 Maintenance Organisation Exposition (MOE) and general awareness of the defence logistics framework and associated procedures in relation to the movement of all logistics items Receive all items checking that all required documentation is present and correct and that the packaging is intact. Check that part numbers on documentation matches that marked on the part or parts packaging Quarantine any non-conforming items for appropriate investigation action. Record receipts using the electronic stock accounting systems and procedures currently in operation Place stores and parts demands as required on IMS Maintain the preservation of materials and equipment whilst in storage or transit Ensure the storage handling and movement of hazardous materials is carried out as defined within hazard data sheets and mandated procedures Pick pack and deliver parts requests to the customer checking the right parts are delivered to the right place at the right time safely including line side replenishment Coordination of any Tasking requests that require forklift/vehicle support providing that support and liaising with the requestor to ensure any access or support issues are addressed prior to the activity Coordination of Forward Delivery activities ensuring the QEAF members of staff know where to deliver to and where to collect from Protect any materials for dispatch against transit damage Identify and report inabilities of supply items to all relevant teams Be able to coordinate and assist in the preparation of detachment pack ups Assist in programmed/adhoc Stock Taking activities Performing and understanding investigation activities on IMS to assist in and resolve any stock discrepancies Deliver a Direct Line Feed (DLF) service to Depth and Forward supplying and replenishing all consumable requirements including POL. Ensure the DLF Forward and Depth visit schedule is adhered to preventing any consumable racks or POL in-use lockers from reaching nil stock Maintain the physical storage issue and receipt into and out of stock of all POL items Conduct Warehouse husbandry and building oversite checks Carry out shift work as required in rotation Mentoring QEAF Team members of the Team in effective and safe Supply Chain Operations including monitoring of IMS inputs by the QEAF
