Job Summary

JOB PURPOSE / OBJECTIVE

Ensure smooth and safe operation of Fire and Gas System and PAGA - Public Address & General Announcement System through preparation implementation and review of preventive maintenance programs and coordination of efforts with internal and external stakeholders in order to make sure that relevant maintenance works are completed in an effective and timely manner.

KEY ACCOUNTABILITIES

People Management

  • Supervise the activities and work performed by direct reports to ensure that it is carried out in an efficient and effective manner in line with the annual business plans and departmental policies and procedures.
  • Recommend training and development interventions for team members to build their capabilities.
  • Manage Fire & Gas Unit’s personnel and activities through proper assignment of tasks performance appraisal training of personnel and provision of proper tools and equipment in order to make sure the unit has a motivated workforce with the right equipment to perform their activities.
  • Lead maintenance certification process for all technicians including the Q-Chem and Q-Chem II F&G technicians to ensure that only qualified individuals are certified.
  • Provide technical support to F&G technicians on their daily maintenance works provides field supervision of work force ensuring proper job planning work distribution to technicians on daily basis.
  • Supervise the activities assigned to the F&G technicians to carry out troubleshooting of problems occurring in the Fire & Gas system & recommend corrective actions and follow up to implement the same.

Maintenance Operations

  • Coordinate efforts with other departments for developing daily maintenance work schedules preventive maintenance plans shutdown plans and construction and alteration plans in order to ensure uninterrupted and synchronized operations.
  • Prepare preventive maintenance programs standard maintenance procedures (SMPs) and checklists by analysing repeated problems collecting data on equipment history and using equipment’s failure coding in order to ensure Fire and Gas maintenance tasks are performed properly.
  • Audit maintenance activities to ensure implementation of preventive maintenance programs SMPs and checklists.
  • Review preventive maintenance programs SMPs and checklists in order to keep them up to date and ensure their availability on the company’s electronic document management system (EDMS).
  • Identify system discrepancies and provide permanent solutions to resolve the issues and prevent the reoccurrence of the issues in F&G systems.
  • Perform reviews and participates in the engineering studies proposes up gradation projects with budget estimates.
  • Prepare Standard Maintenance Procedures for F&G equipment in coordination with Technical Department in accordance with standards best practices and regulations pertaining to F&G system.
  • Perform failure analysis of repeated problems in the area of responsibilities in coordination with Technical I&E find root cause and suggest and implement improvements.
  • Establish communication and liaise with vendors to resolve major issues when necessary in consultation with section/department authority.
  • Prepare technical specifications & SOW for contracts for F&G equipment and systems.
  • Evaluate field installations and recommend design modifications as required by code. Understanding and ensuring compliance with the health and safety regulations and quality standards in which work is undertaken.
  • Perform technical evaluation of bids relevant to spare parts submitted by vendors and provide technical clarification to get right parts from vendors.

Availability of Supplies

  • Continuously review spares refurbishment status bill of materials tracking purchase requisition/purchase order status with the planners in order to ensure availability of the right level of supplies.

Budget and Forecasts

  • Participate in budget preparation/reforecast meetings to provide right information on equipment history and training needs in order to make sure that the budgets and forecasts are realistic and cover all aspects of operations

Policies Systems Processes and Procedures

  • Contribute to the identification of opportunities for the continuous improvement of Maintenance Department’s systems policies processes and practices taking into account ‘international leading practices’ in order to improve productivity and operational efficiency.
  • Provide critical input to support the development of Fire & Gas Section’s systems policies processes and procedures in order to meet business requirements.
  • Ensure team members comply with all the policies processes standard operating procedures and instructions of the Fire & Gas Section so that work is carried out in a controlled and consistent manner.

Quality Health Security Safety and Environment

  • Ensure compliance with regulatory requirements and relevant quality health safety security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high quality products/services.
  • Lead the team’s safety activities and ensure that team members and external contractors and vendors understand Q-Chem’s safety standards and procedures by providing them with required safety trainings in order to ensure proper implementation of these standards and procedures.
  • Actively participate in job safety analyses and initial investigation of incidents in order to make sure that all activities are performed safely and any incidents are reported and investigated properly.

Reporting

  • Prepare relative reports in a timely and accurate manner in order to meet the departmental requirements policies and standards.

Qatarization

  • Contribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.

5. QUALIFICATIONS & EXPERIENCE

Education
Required (Qualification1 / Discipline):
Bachelor’s Degree in Engineering – Electrical / Electronic .


Experience
Required (Years2 / Job Level3 / Industry):
Total of 5-7 years of experience in the O&G Industry out of which 2-3 years at a Specialist / Professional level.
Preferred (Years2 / Job Level3 / Industry): Experience in the in Petrochemicals Industry.

Other Job Specific Requirements and/or Vocational Accreditations

  • PLC and instrument calibration
  • Basic proficiency in Microsoft Office / SAP
  • Basic proficiency in NFPA codes & standards and ATEX standard.
  • Field devices such as Gas detectors/transmitters - O2 CO H2 H2S HC-CB SO2 HC-IR Flame beam detector heat detector/transmitters Electro bed-Cell and Electrochemical-Cell type detector Photo electric smoke detectors addressable devices and Dragger Polytron transmitters/detectors Zellweger Honeywell and Emerson etc.
  • FACP- NOTIFIER Fire Alarm Control System including Control board expansion cards Serial interface boards FACP display boards power supply boards etc.
  • ALLEN BRADLEY PLC including Input Output & Communication Modules Relays Adopters Addressable loop drivers Isolator Modules Hart Multiplexers & HMI panels of ABB & Siemens.
  • Advanced proficiency in working with fire alarm and gas detection systems

Languages
