Organizational Setting and Reporting Relationship

The position of Unit Head is assigned to the Unit for Internal Communications (DCID-UIC) within the Infrastructure and Dissemination Division (DCID) of the Department of Communications and Knowledge Management (DOCK). You will be based at our Headquarters in Manila Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Director DCID and will oversee junior team members.

Your Role

As a As Unit Head you will lead the Internal Communications Unit in DCID in ensuring that all ADB internal stakeholders are well-informed connected and aligned with the banks vision goals and activities.

You will:
  • Provide overall leadership for the unit.
  • Lead the development of internal communications governance strategy and policies including for internal knowledge sharing.
  • Oversee internal messaging campaigns and events.
  • Lead coordination with departments for aligning and amplifying internal messages.
  • Oversee the production editing managing and dissemination of internal communications materials and platforms.
  • Lead staff engagement and feedback mechanisms.
  • Oversee the planning and execution of HQ-based events involving ADB Management including the development of strategic internal communications and knowledge sharing.
  • Oversee the development maintenance and management of corporate digital communication and knowledge management platforms specifically the ADB Intranet OneADB Today newsletter support for SharePoint Sites and internal digital signage and develop maintain and manage related digital tools.
  • Oversee ongoing improvements in the integration of AI-powered tools across the ADB Intranet.
  • Support crisis and incident internal communications.
  • Lead the recruitment onboarding and performance reviews of internal communications consultants/contractors and service providers and oversee their day-to-day management.
  • Perform other related tasks that may be assigned by the Director DCID and reflected in your workplan.
You will need:
  • Masters Degree or equivalent in Communications Journalism Public Policy International Development or related fields. Or university degree in related fields and at least 5 years specialized experience relevant to the position can be considered.
  • At least 12 years of relevant working experience including international experience working in several countries.
  • Strong knowledge and understanding of development and communication issues in the Asia-Pacific context.
  • Deep knowledge of the work of international development organizations is desired. Experience working with ADB is preferred.
  • Excellent written and verbal communications skills in English are required.
  • Excellent stakeholder management skills with a wide range of internal and external stakeholders at all levels.
  • In-depth understanding of internal communications/change communications.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period this appointment may at the option of ADB be extended once for up to 2 years converted to a regular appointment or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staffs particular blend of skills and experience in the foreseeable future; and (b) Staffs performance is satisfactory and they are suitable for further employment.
