Job Summary
You will need:
- Bachelors degree in business administration major in Accounting/Finance; Certified Public Accountant; preferably with Masters Degree or equivalent.
- At least 8 years of relevant professional experience preferably in a computerized environment at a large financial institution and at least 4 years of supervisory experience.
- Knowledge of accounting policies procedures guidelines and reporting requirements commonly used in multinational organizations and multilateral institutions.
- Demonstrated expertise in internal controls concepts and their application.
- Proficient in IT Systems for financial products accounting financial reports commonly used by multilateral development banks.
- Supervisory skills with the ability to provide feedback to team members.
- Demonstrated experience collaborating in cross-cultural and diverse teams and ability to collaborate constructively as an active team participant.
- Written and verbal proficiency in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period this appointment may at the option of ADB be extended once for up to 2 years converted to a regular appointment or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staffs particular blend of skills and experience in the foreseeable future; and (b) Staffs performance is satisfactory and they are suitable for further employment.

Organizational Setting and Reporting Relationship
The position of Senior Financial Control Officer is assigned to the Accounting Division (CTAC) within the Controllers Department. You will be based at our Headquarters in Manila Philippines.
You will report to the designated international staff and will oversee junior team members.
Your Role
As a Senior Financial Control Officer you will be the senior technical resource on accounting policy and financial reporting. You will research and document conclusions on complex and non-routine transactions; develop maintain and implement accounting policies and positions; assess new and proposed reporting requirements; and advise stakeholders on their application. You will also help prepare financial statements and disclosures strengthen internal controls over financial reporting and support related process and system improvements.
You will:
- Research and interpret complex accounting and financial reporting matters including new products transactions and other non-routine arrangements and prepare clear technical accounting memoranda that document conclusions and rationale.
- Develop maintain and communicate ADB accounting policies positions and related documentation. Monitor standard-setting developments; assess their potential effects on ADBs transactions financial statements disclosures systems and controls; and coordinate implementation.
- Provide technical accounting advice to teams and risk and control functions during transaction structuring product development contract review and implementation.
- Support the preparation and review of financial statements and disclosures with focus on judgments estimates and changes in accounting requirements.
- Benchmark accounting policies and disclosures against relevant peer institutions and industry practices and recommend improvements.
- Partner with external auditors and stakeholders to resolve technical accounting matters and support well-documented audit-ready positions.
- Evaluate accounting processes and internal controls over financial reporting; identify risks and control gaps; and lead enhancements to policies systems data and workflows.
- Support cross-functional initiatives working groups training and knowledge-sharing activities on accounting policy and reporting matters.
- Oversee coach and review the work of junior colleagues promoting high-quality analysis and application of policies.
