The position of Safeguards Analyst will be assigned in the Office of Safeguards (OSFG). You will be based at our Headquarters in Manila Philippines.
You will report to the designated Technical International Staff.
As a Safeguards Analyst you will provide operational and analytical support for OSFG in the implementation of technical assistance projects and ensure achievement of OSFGs work plan. You will also contribute to safeguard business process management safeguards knowledge management activities and the preparation and monitoring of OSFGs work programs and budget.
- Handle the assigned technical assistance (TA) administration tasks by analyzing progress reports managing relevant documentations tracking disbursements; and ensuring that the assigned TAs are properly implemented and monitored.
- Coordinate with internal and external stakeholders to facilitate effective TA implementation monitoring reporting and resolution of operational issues.
- Ensure TA project compliance with ADB business processes liaises with counterparts from operations departments Controllers Department and Procurement Portfolio and Financial Management Department (PPFD); Prepare periodic status reports on TA project administration and implementation. Review and update TA budget; Liaise with consultants and collaborate with organizations/agencies. Review and verify travel reimbursement claims per diem and miscellaneous travel expenses of participants to ADB-sponsored events.
- Create and maintain TA-related records data documentation and information systems ensuring the quality and compliance of TA information while supporting the consolidation monitoring and reporting of TA program activities.
- Be the focal person for identifying technical assistance completion reports (TCRs) for on-time delivery under the departments work program. Monitor and liaise with concerned divisions/units the status of TA completion financial closing and TCR preparation.
- Support the recruitment and engagement of TA and staff consultants by creating consultant recruitment plan and initiating consultant recruitment using the Consultant Management System including consultant selection processes contract and variation management review of consultant-related documentation and payments coordination with relevant stakeholders and monitoring of consultant mobilization and service delivery to ensure compliance with ADB policies and project requirements.
- Coordinate logistical and administrative arrangements for missions events and other project-related activities.
- Maintain records/database of TAs and related resources to support reporting monitoring and decision making.
- Support in managing safeguards business processes including the management of safeguard documentation and monitoring of safeguards project portfolio.
- Support knowledge management initiatives including the organization of knowledge materials events conferences trainings and workshops.
- Perform other tasks as may be assigned and reflected in your work plan.
- Bachelors degree in Social Sciences or other related disciplines
- At least 5 years work experience in environment involuntary resettlement and/or indigenous people/ethnic minorities safeguards (in the context of development projects research or nongovernment organization initiatives)
- Knowledge of project implementation
- Working knowledge of ADBs Safeguard Policy Statement and awareness about similar policies of other multilateral development banks
- An understanding of environmental and social dimensions in development projects and programs particularly for ADBs project cycle
- Proficiency in the development maintenance and administration of information management systems
- Proficiency in common office applications for document processing spreadsheets and presentations; excellent knowledge of MS Excel
- Work collaboratively with teams and individuals from different cultural/national backgrounds
- Excellent proficiency in oral and written English communications

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period this appointment may at the option of ADB be extended once for up to 2 years converted to a regular appointment or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staffs particular blend of skills and experience in the foreseeable future; and (b) Staffs performance is satisfactory and they are suitable for further employment.
