Responsibilities

The Project Manager (Laboratory Technical and Program Specialist/Advisor) will provide technical and programmatic guidance to ensure the end-to-end implementation of the Multi-Dx Project activities of Jhpiego Philippines. S/he will guide the project team in coordinating collaborating and communicating with national and regional stakeholders to develop formalize and pilot a framework for integrated screening and diagnostic bundle offers for TB HIV Hepatitis B and HPV testing in selected implementation sites. S/he will represent Jhpiego Philippines and the Multi-Dx Project alongside the Country Program Manager in stakeholder consultations and discussions to ensure that this pilot initiative will be implemented in an efficient effective and timely manner.

The position requires strong technical grounding in public health and development excellent coordination and communication skills and the ability to manage multiple activities while ensuring alignment with regional and local priorities. The position also requires both technical knowledge and background in infectious diseases diagnostics as well as programmatic experience working on infectious disease programs.

Program Implementation and Coordination

  • Lead the implementation of the MULTI-Dx Project ensuring activities are delivered on time within scope and aligned with approved workplan and budget.
  • Coordinate closely with DOH national regional office/s LGUs and other stakeholders to support the MULTI-Dx project-related planning implementation and review activities.
  • Serve as Jhpiegos primary technical focal point for DOH national and regional partners and stakeholders for infectious disease programs (TB HIV Hepatitis B HPV)

Technical Guidance and Program Support

  • Provide strategic technical guidance on planning and implementation of multi-disease diagnostic initiatives for TB HIV Hepatitis B and HPV ensuring alignment with national health priorities international standards evidence-based practices and project objectives.
  • Lead the development of technical documents including but not limited to standard operating procedures (SOPs) training materials specimen referral network resources and screening/diagnostic frameworks to strengthen laboratory and diagnostic services across disease programs.
  • Provide technical guidance through monitoring and mentoring of health facilities on the delivery of the integrated screening and diagnostic bundles developed by the project.
  • Lead the coordination among stakeholders to facilitate integration of diagnostic services and ensure effective program delivery and sustainability.
  • Lead the capacity building initiatives through mentoring training and supportive supervision of laboratory personnel healthcare providers and program managers to ensure proper delivery of integrated screening initiatives and to enhance competency in the utilization of multi-disease diagnostics.

Monitoring Evaluation and Learning (MEL)

  • Conduct regular monitoring visits and coordination meetings to track program progress and identify implementation challenges and best practices.
  • Contribute to evaluations learning activities and documentation of lessons learned and good practices.

Planning Reporting and Documentation

  • Support the development of annual and periodic workplans activity plans and budgets in coordination with Jhpiego technical and operations teams.
  • Support the development of high-quality technical and narrative reports for internal use and for submission to donors and partners.
  • Contribute to the development of concept notes proposals and other technical documents to support program growth and expansion.
Required Qualifications

Education and Professional Qualification:

  • Doctor of Medicine (MD) or Bachelors degree in Medical Technology Medical Laboratory Science or Public Health
  • At least seven (7) years relevant experience in infectious diseases programs public health or clinical service delivery particularly on Laboratory and Diagnostics of infectious diseases
  • Demonstrated experience working on viral hepatitis TB HIV HPV or other communicable disease programs is highly desirable.
  • Demonstrated experience working with the Department of Health and local government units is required.
  • Strong understanding of national laboratory policies diagnostic guidelines and applicable regulatory standards.
  • Experience in training development mentorship or health systems strengthening is an advantage.
