Project Coordinator

The Project Coordinator is responsible of overseeing the overall program delivery consortium engagement and partnership management for the project called ACCESS: Assisting Most Vulnerable Communities Affected by Complex Emergencies Access Quality and Timely Humanitarian Services including the Top up funding for emergency response due to crisis or emergencies as approved by the ACCESS Consortium and by ECHO. The post holder is responsible for planning implementation and monitoring of all activities in the respective areas as per ACCESS PROJECT. The post holder is accountable for the administration and fiscal management of the project; the direction supervision and evaluation of staff; planning implementation and evaluation of project activities; The post holder is responsible for ensuring the technical inputs on thematic requirements during the rapid emergency response disaster preparedness programming and other support are provided to the project teams and partners in all project sites; The post holder is responsible for the review and refinement of strategies and ensuring the effective and efficient delivery of all programs activities and outcomes; establishes mechanisms for accountability and learning; The post holder is responsible for the preparation and production of all reports. The Project Coordinator is also responsible for engaging with relevant Regional and Provincial government agencies and units. The post holder is responsible for building and strengthening partners including alignment to child rights programming program quality delivery and financial viability. The post holder is responsible for coordinating with consortium partners to monitor progress and delivery of project activities.

The Action will address urgent unmet multi-sectoral needs among most vulnerable populations giving priority to those recently displaced and affected by chronic conflict compounded by natural hazards climate and environmental risks and other shocks. To address impacts of intersecting crises effectively exacerbated further by IHRL/IHL violations Action will deliver gender- and culture-sensitive age and disability inclusive and environment- and climate-smart food WASH shelter health education in emergencies and protection assistance. A stand-alone rapid response mechanism incorporating applicable anticipatory actions will be put in place to respond to the multi-sectoral needs of newly displaced and affected populations. An approach to filling assessed gaps in needs will be applied in the delivery of multi-sectoral humanitarian assistance.

At least 31799 unique beneficiaries will benefit from the multi-sectoral assistance of the Action that will be implemented by a consortium of 4 INGOs working with 7 national NGOs including 2 womens organizations as implementing partners as manifestation of the commitment to localization. The partners bring together elements necessary to effectively deliver multi-sectoral assistance in complex settings: organizational and technical capacities capacity to understand local contexts and the strong bonds with communities and vulnerable people.

This role contributes to Goal 1 of SCPs 2025 Plan by enhancing inclusive child-centered and climate-informed humanitarian programming through strategic partnerships. It also supports Goal 3 by promoting fit-for-purpose systems and inclusive collaboration across SCPs humanitarian ecosystem.

Requirements

Essential skills knowledge or experience

• Significant management experience (5 years plus) working in humanitarian coordination partnership development or emergency response (natural and conflict related response) and disaster preparedness programming and development contexts in the Philippines.
  
• Strong understanding of localization principles and humanitarian standards (e.g. CHS Sphere).
  
• Proven ability to engage with LGUs clusters CSOs and community-based organizations.
  
• Experience in mapping and analyzing partner capacities and resources.
  
• Education to MSc/MA/MEng level in a relevant subject or equivalent field experience
  
• Previous experience of managing a large team
  
• Previous experience of project management including multi sector programs
  
• Budget management experience including institutional donors
  
• Security management experience in insecure environments
  
• Field level representation with key stakeholders and co-ordination with other NGOs/UN
  
• Demonstrable experience of oversight of Monitoring Evaluation Accountability and Learning mechanisms
  
• Ability to write clear and well-argued assessment and project reports
  
• Excellent communication skills
  
• Strong influencing skills and experience in advocacy
  
• Politically and culturally sensitive with qualities of patience tact and diplomacy
  
• A high level of written and spoken English and Tagalog
  
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  
• Commitment to the aims and principles of particular a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
  

Desirable skills knowledge or experience

• Previous first phase emergency response experience.
  
• Familiarity with anticipatory action disaster preparedness and climate-informed programming.
  
• Experience in multi-donor multi-site humanitarian programs.
  
• Strong facilitation negotiation and documentation skills.
  

• Bachelors Degree in Development Studies Political Science Social Work or related field
  
• Completion of child safeguarding training and background checks as per SCP standards.
