We are a newly locally registered Foundation connected to 80 Plan International offices worldwide.
We work with around 7000 partner communities or barangays across the country delivering programs on (PIER) Protection from Violence Inclusive Health Education to Economic Empowerment and Resilience and Humanitarian.
We have 30000 sponsored children and 2.5 million program participants co-creating lasting impact especially for girls.
About the Role
TheProgram Portfolio Manager (PPM)Inclusive and GenderTransformative Health provides strategic leadership and technical oversight in the design and delivery of a countrywide portfolio covering Sexual and Reproductive Health and Rights (SRHR) Nutrition and Water Sanitation and Hygiene (WASH).
The role ensures that programs are highquality evidencebased and aligned with Plan International Pilipinas country strategy while strengthening coordination across the country office program areas and project teams. The PPM leads a multifunctional team manages key partnerships supports resource mobilization and contributes to emergency response efforts ensuring that inclusive and gendertransformative approaches are embedded across all initiatives.
As a senior member of the organization the PPM actively advances collaboration with internal stakeholders and external partners including government agencies donors alliances local government units civil society organizations and community partners.
Key Responsibilities
Program Portfolio Management
- Lead and contribute to the design of Inclusive and GenderTransformative Health SRHR Nutrition and WASH projects ensuring alignment with country strategy and program area priorities
- Provide direct management and technical guidance to Project Managers and Project Coordinators
- Support annual planning and budgeting processes including accurate costing of program and support staff
Business Development & Local Resource Mobilization
- Drive the strategic development of gendertransformative and inclusive health and SRHR proposals
- Strengthen local resource mobilization through active relationshipbuilding with local stakeholders
- Lead grant startup and project initiation workshops for newly approved grants
Program Support MERL & Organizational Learning
- Participate in regular program reviews monitoring evaluation and learning processes to strengthen program quality and integration
- Support screening capacity assessment training and mentoring of program staff within thematic areas
- Lead portfoliorelated programming during emergencies and humanitarian responses
Networking Stakeholder Engagement & Influencing
- Identify develop and manage strategic partnerships and alliances aligned with portfolio priorities
- Provide oversight on partner performance compliance safeguarding accountability and donor requirements
- Represent Plan International Pilipinas in external platforms and proactively communicate program results and priorities
Leadership & People Management
- Lead and manage multilocation project teams fostering a respectful inclusive and diverse work environment
- Strengthen collaboration and communication between Program Areas and Country Office teams
- Support delivery of multilocation projects in coordination with Field Program Operations leadership
Requirements & Qualifications
- Education: Preferably a Masters degree with at least 57 years of experience in the development sector or an equivalent combination of education and experience
- Experience:
- Strong background in program design management and budgeting including large or consortiumbased projects
- Proven experience managing teams remote locations and communitybased partners and volunteers
- Demonstrated ability to manage departmental budgets and program plans
- Skills & Competencies:
- Subjectmatter expertise in inclusive and gendertransformative health SRHR Nutrition and/or WASH
- Strong leadership communication and relationshipbuilding skills
- Ability to link organizational strategy to operational and functional activities
- Other Requirements:
- Willingness to be deployed on short notice for emergency response
