The Program Data Analyst is responsible for ensuring the effective management governance analysis and reporting of programme data across all programme-related information systems. The role supports evidence-based decision-making by maintaining high standards of data quality developing dashboards and reports generating insights and promoting consistent data governance practices.
The position serves as the focal point for programme data and analytics task related across systems such as the IMPAQ Platform CTRT System PNS/G System and other programme databases. While the position is responsible for data entry and administration within the IMPAQ Platform it primarily provides oversight on data governance quality assurance reporting standards and analytics across other programme systems in collaboration with system owners and programme teams.
This is a fixed-term position for one year based in Quezon City.
Major Responsibilities
25% Programme Data Governance
- Manage the administration of programme data within the IMPAQ Platform including data entry validation updating maintenance and ensuring timely and accurate encoding of programme information.
- Ensure the completeness accuracy consistency and integrity of data maintained in the IMPAQ Platform through routine quality checks validation and reconciliation with source documents.
- Establish and monitor data quality standards across programme systems including the CTRT System PNS/G System and other programme databases to promote consistent and reliable reporting.
- Conduct regular data quality assessments validation exercises and data audits across programme information systems and work with system owners and programme teams to address identified issues.
- Coordinate with programme staff system administrators developers and other stakeholders to resolve system issues report and monitor bugs facilitate system enhancements and ensure programme information systems operate effectively and align with organizational requirements.
- Recommend and implement process improvements that enhance programme data quality governance accessibility and operational efficiency across all programme information systems.
10% Programme Information Systems
- Serve as the focal person for programme data across systems including the IMPAQ Platform CTRT System PNS/G System and other programme databases.
- Perform data entry validation updating and maintenance within the IMPAQ Platform.
- Support the implementation enhancement and integration of programme information systems where applicable.
40% Data Analysis and Reporting
- Analyze programme performance indicators operational metrics and outcome data to assess programme effectiveness and support evidence-based decision-making.
- Design develop and maintain interactive dashboards scorecards and automated reports using business intelligence and data visualization tools.
- Prepare and disseminate timely and accurate reports for management programme teams donors and other relevant stakeholders.
- Conduct trend gap performance and root cause analyses to identify insights risks and opportunities for programme improvement.
- Translate analytical findings into clear actionable recommendations that support programme planning implementation and strategic decision-making.
- Perform statistical analyses including descriptive inferential and predictive analyses on programme-related data as required to support monitoring evaluation research and organizational learning.
15% Capacity Building and Technical Support
- Provide guidance to programme staff on data standards reporting requirements and data quality practices.
- Conduct orientations and training on programme data analytics processes and reporting tools such as Dashboard and other Analytical tools.
- Support users in resolving programme data-related concerns.
- Provide user access support and training for the IMPAQ System CTRT and other related platforms.
10% Engage in Organizational Mandated Activities
- Completes all mandated staff training/orientations
- Engages in Relief Operations and Emergency Response (as needed).
- Regularly participates in Spiritual Nurture Activities (e.g. Monday Devotion Corporate Prayer and Day of Prayer).
- Participates as committee member or special task/assignment as deemed necessary.
Qualifications:
- Bachelors degree in Statistics Applied Mathematics Data Science Information Systems Computer Science Public Health Social Sciences or a related field.
- At least 24 years of experience in data analytics programme data management monitoring and evaluation business intelligence or information management.
- Experience working with NGOs INGOs humanitarian or development organizations is preferred.
- Proficiency in statistical analysis including descriptive inferential and predictive techniques.
- Strong analytical problem-solving and data interpretation skills.
- SQL for data extraction querying and database management.
- Business intelligence and data visualization tools including Power BI Looker Studio or similar platforms.
- R and/or Python for data management statistical analysis automation and reporting is an advantage.
- Database management ETL (Extract Transform Load) processes and data integration.
- Knowledge of programme management information systems (PMIS) and data governance principles is an advantage.
- Experience with GIS and statistical software (e.g. SPSS Stata SAS or QGIS) is an advantage.
- Physically fit to carry out the responsibilities of the role.
