JOB TITLE: Partnerships Officer (Private Sector Engagement)

TYPE OF CONTRACT: Regular Consultant

DURATION: 11 months

NOTE: This position is open to foreign nationals only. Preference will be given to foreign national candidates currently based in the Philippines.

ORGANIZATIONAL CONTEXT:

The Partnerships Officer (Private Sector Engagement) will work under the direct supervision of the Head of the Partnerships Communications and Reports (PCR) Unit and the overall guidance and oversight of the Representative and Country Director.

The consultant will provide technical and operational support to the Partnerships Communications and Reports (PCR) Unit on private sector engagement resource mobilization and partnership development initiatives as required. The consultant will work closely with internal stakeholders and external partners including corporations foundations government entities development partners and other relevant institutions.

JOB PURPOSE:

Support WFPs engagement and positioning with private sector public sector and other external stakeholders to mobilize resources policy support technical expertise and innovative solutions for the implementation of WFPs Country Strategic Plan (CSP).

The consultant will provide specialized support to the Partnerships team in identifying developing and maintaining strategic partnerships and resource mobilization opportunities in support of WFPs objectives.

KEY ACCOUNTABILITIES AND RESPONSIBILITIES:

Under the direct supervision of the Head of the Partnerships Communications and Reports (PCR) Unit and within delegated authority the Partnerships Officer will perform the following duties and responsibilities including but not limited to:

• Support the management of the private sector partnership portfolio including partner profiling market research donor intelligence gathering database maintenance outreach planning proposal development reporting and partner communications.

• Support outreach activities to identify and engage prospective private sector partners including conducting research preparing engagement materials and contributing recommendations for management consideration.

• Provide analysis and recommendations on partnership opportunities emerging trends and stakeholder engagement strategies to support decision-making by the Partnerships team and senior management.

• Prepare well researched partnership proposals strategic agreements presentations and other briefing documents for the Country Directors meetings/decisions aligned with WFPs style guide and corporate processes and policies. Ensure quality control of content by engaging with relevant WFP functional units.

• Scan and scout the external CSR environment within the designated thematic areas for opportunities and risks and share partner intelligence (including forecasting) using WFP information systems.

• Receive and screen inquiries from potential partners and be responsive facilitating interactions with appropriate WFP staff. Coordinate with technical colleagues to prepare quality proposals and briefing materials in line with objectives and priorities.

• Carefully consider the intersection between CSR and government engagement and seek opportunities for convergence. Solicit inputs from colleagues who contribute to intergovernmental work in the Country Office to ensure that WFP positions are properly explained and reflected in partnership proposals and agreements.

• Support the design and implementation of partner engagement and visibility activities in collaboration with relevant WFP teams.

• Support the PCR team on general resource mobilization efforts.

EXPECTED DELIVERABLES

• Mapping and profiling of prospective private sector partners.

• Development of partnership concept notes proposals and pitch materials.

• Preparation of briefing notes and presentations for meetings with prospective partners.

• Support in organizing stakeholder engagement meetings and events.

• Contributions to donor reporting visibility materials and partnership updates.

• Research and analysis on CSR trends sustainability initiatives and partnership opportunities in the Philippines.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

• At least three years of relevant postgraduate professional experience in partnerships resource mobilization private sector engagement public affairs or development cooperation.

• Demonstrated experience engaging with government private sector and multilateral/bilateral partners preferably in Asia.

• Strong understanding of partnership development stakeholder engagement and resource mobilization strategies.

• Proven ability to identify and develop partnership opportunities support fundraising initiatives and contribute to the management of external relationships.

• Excellent written and verbal communication skills with the ability to prepare briefs presentations and external communication materials for diverse audiences.

• Proficiency in using digital tools and data to support partnership development reporting and decision-making.

• Knowledge of UN systems and processes is desirable.

• Strong interpersonal skills and the ability to work effectively in a diverse inclusive and multicultural environment.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

• Advanced university degree in Political Science International Development Development Economics International Relations Law Marketing Communications or another relevant field; or

• First university degree with additional years of relevant professional experience and/or specialized training.

Experience:

• Minimum of three (3) years of relevant professional experience with an advanced university degree or five (5) years with a first university degree.

• Experience in partnership development private sector engagement resource mobilization stakeholder engagement communications or related fields.

• Experience engaging with private sector entities foundations development partners government institutions or international organizations.

• Knowledge of the Philippine private sector and CSR landscape is desirable.

Language: Fluency in English (oral and written) is required with excellent communication presentation and drafting skills.
