WFP is implementing a seven-month project (May- November 2026) to strengthen earthquake preparedness in high-risk Asian capitals with a focus on Metro Manila (Philippines) Dhaka (Bangladesh) and Kathmandu (Nepal). WFP seeks an EPR Officer/Consultant (Level 2) with EPR programme logistics and simulations experience to lead the regional project and provide technical coordination and specialized support on preparedness mapping contingency planning and SOP updates simulation/tabletop exercises (SIMEX/TTX) and cross-country learning.

ACCOUNTABILITIES/RESPONSIBILITIES:

Home-based with missions to Manila and potentially Dhaka and Kathmandu the CST will work under the EPR Lead in the Philippines CO and with close contact with the WFP Asia Pacific Regional Office (APARO) and project Country Offices providing technical support to WFP COs in their effort to strengthen internal and national readiness for a mega event.
This role will have a matrixed reporting: reporting and administrative management will be through the WFP EPR lead in Philippines (for all Philippines deliverables) with a second line to the APARO EPR lead for the broader project coordination. Regular engagement with Nepal and Bangladesh EPR leads (or relevant counterpart eg HoP Bangladesh and HoSC Nepal) is expected.
Lead overall coordination for the deliverables outlined in the regional project;
Provide technical and advisory support to Country Offices (COs) with priority to Philippines Bangladesh and Nepal and others as required to review / update SOPs government protocols UN/govt contingency plans as outlined under the regional project;
Provide technical and advisory support to Country Offices (COs) with priority to Philippines Bangladesh and Nepal and others as required to design / deliver simulation exercises / workshops as outlined under the regional project;
Conduct a regional landscape/mapping of earthquake preparedness and contingency planning for mega events and produce a consolidated mapping report identifying notable gaps based on learning from previous disasters (in the region and beyond) and best practices;
Develop a concise guidance / checklist of notable considerations for planning which can serve as an urban EQ scenario-specific complement to global general guidance (eg EPC BCP etc);
Create a knowledge repository hub compiling relevant SIMEX/TTX tools after-action reviews (AARs) urban EQ CONOPs and contingency plans (national / partner / WFP) and relevant thematic SOPs (eg UBD hot meals etc);
Provide technical support and/or identify relevant technical expertise to support Nepal CO and government counterparts to monitor test and position EPR investments (HSAs) for sustainable relevance;

Contribute to monitoring learning and reporting by documenting key outputs lessons and recommendations emerging from mapping exercises and follow-up actions.
Support APARO and CO teams in identifying complementary funding opportunities to take forward preparedness investments beyond the initial project duration.

DELIVERABLES:
Regional earthquake preparedness landscape mapping;
Scenario specific guidance note / checklist of considerations for BCP CP EPR;
Knowledge repository established;
Technical support provided to Bangladesh Nepal and Philippines to enhance EQ preparedness;
Technical inputs to monitoring / positioning of HSAs in Nepal.
