The position of Assistant Treasurer is assigned to the Funding Division within the Treasury Department. You will be based at our Headquarters in Manila Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to the Treasurer and will oversee International and Local staff.
As an Assistant Treasurer you will (i) design and lead the divisions strategy annual work plans and operations aligning funding activities with ADBs development mission and ensuring effective resource management compliance and high-quality team performance; (ii) design and lead ADBs global funding and hedging strategies including asset and liability management transactions to manage market and counterparty risks and optimize and secure cost-efficient funding; (iii) drive capital market expansion and product innovation by developing new funding themes products and markets and maintaining a diversified funding base across currencies and markets; and (iv) strengthen ADBs global market presence and funding capabilities by expanding investor engagement and cultivating strategic relationships with external stakeholders and internal partners.
a. Leadership and Strategic Management
- Lead departmental strategy translating ADB priorities into divisional objectives work plans and performance targets with ADB policies.
- Lead team performance capability development and the adoption of innovative technologies market practices and operational improvements in debt capital markets.
b. Borrowing Operations
- Lead in the formulation and implementation of annual borrowing program and strategy to achieve funding efficiency level befitting ADBs AAA credit ratings and global presence in the capital markets.
- Lead hedging strategies for ADBs borrowing and asset-liability management transactions including swap counterparty relationships novations and collateral management.
- Oversee the formulation of funding and hedging strategies in new public and private placement markets including structured thematic and outcome-based bond products.
- Oversee the formulation and execution of liability management to support secondary market liquidity and provide structural cost savings.
c. Knowledge Management External Liaison and Public Relations
- Lead ADBs global investor relations strategy expanding engagement through roadshows conferences and investor communications to support ADBs funding objectives and diverse market presence.
- Build and maintain strategic relationships with external stakeholders and internal partners including underwriters rating agencies regulators swap counterparties auditors and relevant ADB departments.
- Provide expertise in debt capital markets by overseeing credit rating agency engagement contributing to the annual Borrowing Program and representing ADB in industry forums on market developments and innovative financing solutions.
d. Operations Management
- Provide strategic funding recommendations and market insights to the Treasurer while guiding operational decisions and ensuring compliance with ADB policies.
- Lead stakeholder engagement and resource management fostering effective collaboration across ADB and ensuring efficient budget staffing and training allocation.
e. Staff Supervision
- Create and lead multidisciplinary teams and ensure the overall quality of its work.
- Manage the performance of individuals and teams providing clear direction and regular monitoring and feedback on performance.
- Masters Degree or equivalent in Business Administration Finance or related fields; or University degree combined with at least 15 years specialized experience relevant to the position may be considered in lieu of a Masters degree.
- At least 15 years of relevant international experience in debt capital markets with sound knowledge of the structure and functioning underwriting distribution and trading of fixed income securities across G10 currencies structured products across markets and currencies structuring and execution of derivatives; International Capital Market Association Green/Social Bond Principles/thematic bonds treasury risk management concepts investment practices and asset preferences of institutional investors and fund managers and financial mathematics.
- Written and verbal proficiency in English.
- Proven senior management and leadership qualities.
- International experience working in several countries.

This appointment is open to internal and external applicants.
This is a fixed-term appointment for a managerial position initially for a period of 3 years or up to Staffs Normal Retirement Date (NRD) whichever comes earlier in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period ADB may choose to renew the appointment for an additional fixed term period of up to 3 years or allow it to expire. This decision will be made in the overall interest of ADB based on factors including but not limited to ADBs medium- to long-term plans for the organizational unit the relevance of the staffs skills to those plans and the staffs managerial and behavioral competencies. Notwithstanding the length of the initial or any subsequently renewed FT-M the expiration date of any fixed-term appointment will not exceed the Staffs NRD. There is no limit on the number of renewals up to Staffs NRD. However this appointment is not convertible to a regular appointment.
