Spektrum supports apex purchasers (NATO UN EU and National Government and Defence) and their Tier 1 supplier ecosystem with a wide range of specialist services. We are looking for personnel to join our team and support key client projects.

Who we are supporting

The NATO Joint Warfare Centre (JWC) located in Stavanger Norway is NATOs premier centre for joint operational and strategic-level collective training and warfare development. As part of the NATO Command Structure and reporting to Supreme Allied Commander Transformation (SACT) the JWC directly supports both SACT and Supreme Allied Commander Europe (SACEUR) by strengthening the operational readiness interoperability and effectiveness of NATO Command and Force Structure Headquarters. Through its multinational workforce the Centre plays a critical role in preparing the Alliance for current and emerging security challenges.

The department we are supporting is responsible for the planning preparation and execution of operational and strategic-level exercises and training activities while integrating warfare development experimentation concept development and lessons learned into NATOs training programmes. By delivering technologically integrated multi-domain exercises and maintaining joint doctrine and standards the JWC enhances NATOs decision-making capabilities interoperability and warfighting readiness ensuring the Alliance remains prepared to respond effectively across the full spectrum of military operations.

RoleDuties and Responsibilities

  • Perform contract administration for assigned contract program including creating purchase ordersamendmentsand modifications of in-place contracts. Review for currencyaccuracyand renewal applicability throughout the contract period. This includes liaising with the Norwegian Ministry of Defence JWC Community Support and various branches within JWC for administrative purposes.
  • Develop and review contract and acquisition-related documentation including but not limited to; confirmation of support letters acquisition/procurement procedures contract analysis sole source justificationsbudgetand technical reviews.
  • In line with NATO rules and regulations prepare and process competitive bidding and other means of quotations for servicesrequiredfor the execution of the mission.
  • Assist the Purchasing & Contracting Team to develop Request for Proposals (RFP) and contract specific information. This information shallinclude butnot be limited to; market research invoicing delivery schedules payments.
  • Help develop and review contract and acquisition-related documentation for the P&C Section. This documentation mayincludeinternal acquisition/procurement procedures; contract reviews/analyses; sole source justifications; budget reviews; memoranda of understanding/agreement (MOU MOA); programs of work (POW) andtechnical reviews.
  • Become knowledgeable about emerging issues major initiativesprograms and requirements of JWC branches for future SOW and RFPrequirements.
  • Reconciling Monthly Invoices for a variety of contracts to ensureon-timepayment and receipt of service/goods.
  • Assistwith any contract and acquisition-related work as directed by theContracting Officer.

EssentialSkillsExperienceand Certifications

  • Have at least 3 years of procurement and contracting experience which must include 2 years of governmental/military experience. (A combination of financial administration/legal administration/technical writing experience is also acceptable if no direct procurement experience)
  • Have at least 1 year of budget or financial experience working with invoicing payroll humanresourcesor general financial administration.
  • Have experience with IDIQ (Indefinite delivery Indefinite Quantity) administration of contracts. (If no candidate has this experience it may be considered optional.)
  • Are trained in and have used an e-Procurement tool preferably integratedwith an ERP/Financial ManagementSystem such as Oracle or SAP.
  • Demonstratedproficiencyin English asdefined in STANAG 6001(Standardized Linguistic Profile (SLP)3333 Listening Speaking Reading and Writing) or equivalent
