This is what you will do as Project Officer
As Project Officer you are part of the Project Management Support Unit and seconded on a near full-time basis to the Program Development and Donor Engagement Unit. You deliver a direct and operational contribution to the implementation of projects in all administrative aspects. You ensure quality delivery of key project administrative deliverables in close coordination with relevant Country Offices partners and/or third parties. You are responsible for good administrative management and provide advice to the Project Manager on your area of expertise.
Description of the Department
The Finance and Operations Department has the core responsibility to deliver on enabling operational services that help the organization achieve its impact goals and ensure that it fulfills its external regulatory requirements. The department consists of four functional units (ICT and Facilities; Integrity; HR People and Culture; Corporate Finance Quality and Control) one expertise unit (Project and Donor Compliance) and an Executing Affiliate (EA) unit (EA Global Business Support) where business support to our EA country offices are clustered.
Purpose of Unit
The ProMt unit provides project related financial and administrative support to the Programs and Engagement Departments and non-project related financial and administrative support to all units and departments. It is the owner of a number of key policies and processes that relate to the operational financial and administrative management of projects from the inception of a project until its closure and procurement in general within Oxfam Novib. It provides direct project support through seconded staff and procurement management and indirect support through a core team setting and providing guidance on professional project management financial and administrative standards for projects and procurement in general.
Key responsibilities
Your tasks and responsibilities are to:
- Prepare in the framework of the project cycle documentation and correspondence (such as approvals contracts letters of transfer reminders) and/or co-ordinate this process with the concerned team members Oxfam departments and partner organizations.
- Ensure the logistical organisation and co-ordination of various consultation fora (e.g. steering group stakeholder meetings workshops and conferences) abroad and in the Netherlands.
- Prepare project meetings record the action points and minutes and monitor their follow-up
- Make pre-assessments of progress reports of partners on compliance issues.
- Support MEAL result measurement.
- Prepare and support the implementation of the internal communication strategy of the project and support the external communication.
- Support discussion on contract issues with partners including legal counsel.
- Maintain the administrative project registration; keep a tab on agreements on each project and signal deviations to the project leader and support procurement for the project.
- Arrange the processing registration and filing of the documentation and correspondence of the projects in line with the applicable procedures and with the aid of automated systems.
- Arrange the administrative handling of consultancy contracts and monitors the terms and approval of the payments
- Monitor administrative compliance of large procurement by project partners where needed/ requested.
- Carry out ad hoc project support for other projects as and when required.
Who are we looking for
- A first-level university degree (e.g. Bachelor; HBO) in public or business administration or other relevant social sciences is required. A certification in project management is considered an asset.
Experience
- A minimum of one (1) year of experience in organizing processes events and project planning is required.
Languages
- Fluency in English is required. Knowledge of other languages (e.g. Dutch; French; Spanish) is considered an asset.

- Strong analytical and computer skills.
- Result-oriented and have a strong work ethic.
- Easily work in a project-oriented manner while having a strong focus on the end results.
- Able to handle requests from multiple sources and work effectively individually as well as across teams and in a multi-cultural environment with a focus on promoting diversity and inclusivity.
- Remain calm when working under pressure and always work with a high degree of discretion and confidentiality.
- Attention to detail excellent organizational skills and are able to communicate clearly (with strong writing skills).

- Oxfam Novib offers an attractive and honest benefits package including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover we offer complementary options to choose from. The salary range for this position is set in scale 7 with a salary range between 3.039- and 4.493- gross depending on experience based on 36 hours a week.
- We are currently working hybrid (50% in the office in The Hague and 50% at home).
