About the Role

We are seeking an experienced IT Business Partner / Demand Manager to support a large public-sector organization undergoing an ambitious digital transformation journey.

As digitalization continues to play a central role in improving public services this position offers the opportunity to work on strategic initiatives that enhance service delivery for residents businesses and internal stakeholders. You will act as the key liaison between business units IT teams leadership and external partners to ensure technology solutions align with organizational goals and create measurable value.

Key Responsibilities

As IT Business Partner / Demand Manager you will:

• Serve as the primary point of contact for information management and IT-related business initiatives.
• Manage and maintain the application portfolio ensuring transparency governance and alignment with organizational objectives.
• Support business stakeholders in identifying shaping and implementing new initiatives and improvement opportunities.
• Advise on digitization strategies technology solutions and the effective use of existing IT capabilities.
• Promote the reuse of existing IT platforms systems and components wherever possible.
• Collaborate with business units IT teams architecture governance and external partners to ensure successful delivery of digital initiatives.
• Create visibility into ongoing projects initiatives and business demands.
• Translate strategic and tactical business requirements into projects work packages and actionable roadmaps for delivery teams.
• Provide guidance on application lifecycle management contract obligations financial considerations and governance processes.
• Identify opportunities for innovation and continuous improvement across the IT landscape.

What Youll Be Working On

You will contribute to large-scale digital transformation initiatives focused on improving public service delivery and operational efficiency. Areas of focus may include:

• Digital service delivery and citizen engagement
• Omnichannel services
• Case-oriented working

• Regulatory and compliance-driven transformation programs
• Application portfolio optimization and modernization

Team Environment

You will join an ICT Advisory team consisting of approximately 20 professionals including:

• IT Business Partners
• Business Consultants
• Enterprise Architects

In addition you will collaborate closely with:

• Business Owners
• Product Owners
• Department and Sector Managers
• Development Teams
• Senior Leadership
• External Technology Partners

Required Qualifications

Essential Requirements

• Bachelors degree (HBO) or Masters degree (WO) level education or equivalent experience.
• Minimum 3 years of demonstrable experience acting as a business-facing IT partner demand manager business relationship manager or similar role.
• Strong affinity with information technology and digital transformation initiatives.
• Excellent stakeholder management and communication skills.
• Ability to advise at strategic tactical and operational levels.
• Fluency in Dutch (written and spoken).

Preferred Experience

Candidates with the following experience will be highly regarded:

• Experience within government municipalities or large public-sector organizations.
• Experience with Agile methodologies and ways of working.
• Experience managing application portfolios and IT governance processes.
• Knowledge of digital transformation programs and enterprise IT landscapes.
• Experience working with multiple stakeholder groups and managing competing priorities.
