Position Overview

We are seeking an experienced Environment & Stakeholder Manager to lead stakeholder engagement environmental integration and customer requirements gathering for a major public infrastructure initiative.

This initiative addresses the impact of the energy transition on maritime transport and public infrastructure. Operating within Phase 1 of the program (Innovation & Standardization) the role focuses on developing operating model variants building business cases gathering customer requirements from the shipping industry and port authorities and establishing uniform technical and contractual frameworks for large-scale rollout.

Key Responsibilities

1. Stakeholder Management & Engagement

  • Establish maintain and continuously update a comprehensive stakeholder matrix and strategy.
  • Actively manage relationships with external key partners including port authorities shipping lines industry associations and government entities.
  • Identify stakeholder interests bottlenecks and commercial/operational opportunities across the energy and maritime supply chain.

2. Customer Requirements & Operations Integration

  • Lead the systematic process of gathering customer requirements and market input for shore power operating models.
  • Translate operational and customer feedback into usable structured specifications for:
    • Technical Requirements (IT/OT & Infrastructure)
    • Contractual Strategy (Concessions UAV UAV-GC)
    • Operating Models & Business Case Comparisons
  • Collaborate closely with internal multidisciplinary teams (IT/OT engineers contract managers project control and management).

3. Internal & External Communication

  • Design and manage internal communication strategies and tools (e.g. project intranet accessible documentation and reporting).
  • Facilitate internal decision-making processes through clear structured project updates in collaboration with Project Control.
  • Draft coordinate and align external communications and public participation processes.

4. Governance & Team Collaboration

  • Work embedded within the Integrated Project Management (IPM) team.
  • Align the Shore Power project with parallel energy transition and public infrastructure initiatives.
  • Drive the project toward concrete outcomes enabling executive sign-off on the chosen operating model.

Required Qualifications & Experience

Mandatory Requirements (Knock-Out Criteria)

  • Education: Minimum HBO (Higher Professional Education) or WO (University) working/thinking level.
  • Experience: Minimum 5 years of experience as an Environment Manager Stakeholder Manager or in a directly equivalent function.
  • Contractual Experience: Hands-on experience within the past 3 years managing stakeholder relations or participation processes across at least 2 complex contract environments (e.g. UAV UAV-GC or concession agreements involving multiple stakeholders risk management and contractor management).
  • Domain Knowledge: Proven work history within infrastructure energy transition or maritime/utilities projects.
  • Language: Professional fluency in Dutch (both written and spoken).

Preferred Skills & Attributes

  • Direct experience with the design implementation or maintenance of energy infrastructure.
  • Demonstrated background in executing pilot projects or innovation frameworks.
  • Proven track record advising on implementation variants and business cases.
  • Excellent environmental and organizational sensitivity analytical problem-solving skills and a results-driven approach.
