ICT Manager
Job Summary
Our client is seeking to appoint an ICT Manager to provide strategic leadership in driving the Saccos Digital-First transformation agenda through secure innovative reliable and data-driven technology solutions. This is a critical leadership role reporting directly to the CEO and is responsible for aligning technology strategy with business objectives to enhance member experience operational efficiency cybersecurity resilience regulatory compliance and sustainable growth.
The ideal candidate will be a strategic technology leader with strong financial services experience capable of transforming the Sacco into a digitally enabled institution while maintaining robust cybersecurity regulatory compliance operational resilience and exceptional member experience. The position reports to the CEO.
KEY RESPONSIBILITIES
- Develop and execute the Saccos Digital Transformation Strategy.
- Increase member adoption of digital channels and self-service platforms.
- Lead implementation of innovative digital financial services.
- Drive business process automation and digital workflow solutions.
- Identify and implement emerging technologies that improve competitiveness and member experience.
2. ICT Infrastructure & Enterprise Systems Management
- Ensure availability reliability and scalability of ICT infrastructure.
- Oversee management of core banking systems and digital platforms.
- Ensure seamless integration of enterprise applications.
- Lead infrastructure modernization and capacity planning initiatives.
- Minimize system downtime and business disruptions.
3. Cybersecurity Risk & Compliance Management
- Develop and maintain enterprise cybersecurity frameworks.
- Safeguard organizational information assets and digital channels.
- Ensure compliance with SASRA requirements Data Protection Act and ICT policies.
- Lead cybersecurity awareness initiatives.
- Monitor and mitigate ICT-related risks.
4. Business Continuity & Disaster Recovery
- Develop and maintain Business Continuity and Disaster Recovery Plans.
- Ensure regular testing and improvement of recovery procedures.
- Establish resilient backup and recovery mechanisms.
- Maintain operational readiness during emergencies and disruptions.
5. Data Analytics & Business Intelligence
- Develop enterprise data management and analytics capabilities.
- Establish data governance standards and reporting frameworks.
- Support data-driven decision-making through dashboards and analytics.
- Promote predictive analytics and member insights initiatives.
6. ICT Governance & Project Management
- Establish ICT governance frameworks policies and standards.
- Lead strategic ICT projects within approved timelines and budgets.
- Develop ICT budgets and investment business cases.
- Provide strategic technology advice to Management and the Board.
7. Vendor & Stakeholder Management
- Manage relationships with ICT vendors and technology partners.
- Negotiate and monitor service level agreements.
- Ensure vendor performance and value realization.
- Collaborate effectively with internal and external stakeholders.
8. Leadership & Talent Development
- Build and lead a high-performing ICT team.
- Drive performance management and capability development.
- Foster innovation collaboration and continuous learning.
- Champion digital adoption across the organization.
- Bachelors Degree in Computer Science Information Technology Information Systems or related field.
- Minimum 7 years of progressive ICT experience.
- At least 3 years in a management or leadership role.
- Experience within SACCO Banking Microfinance Fintech or Financial Services sectors.
- Proven track record in digital transformation initiatives.
- Experience managing core banking systems and digital financial platforms.
- Demonstrated cybersecurity and ICT governance expertise.
Professional Certifications
- CISSP (Certified Information Systems Security Professional) and/or
- CISA (Certified Information Systems Auditor) and/or
- ITIL Certification

Minimum of seven (7) years relevant ICT experience with at least three (3) years in a managerial role preferably within a SACCO banking financial services or fintech environment. Proven experience in digital transformation cybersecurity enterprise systems management and ICT governance. Demonstrated success in managing core banking systems digital financial platforms and technology-driven business initiatives. Strong understanding of ICT regulatory requirements information security frameworks and data protection regulations. Experience managing technology vendors ICT projects and enterprise-wide technology implementations.
