General Manager for laboratory activities (temporary position)

General Manager performs the following duties and responsibilities:

1) Overall monitors conduction of laboratory sessions;

2) ensures efficient communication between laboratory and academic staff;

3) ensures implementation of the University strategic goals and organization of activities to implement the strategic and operational plans of the School within the framework of the supervised area;

4) provides reports information and data on laboratory related matters to the Dean the Vice Dean the Head and the structural divisions of the University;

5) maintains relevant correspondence. Monitors provision of documents before closing the reporting month; 

6) develops and implements customer-oriented services for students and faculty members;

7) ensures periodical internal audit of laboratories; 

8) initiates digitalization of current workflow and optimization of existing processes; 

9) participates in recruitment and selection of administrative and administrative-academic laboratory staff;

10) ensures performance management and individual development of laboratory staff in accordance with Performance Management and Professional Development Policy;

11) ensures accounting and storage of safety-related documents controls condition and safety before transferring them to the archives of the University;

12) controls all the processes pertaining the laboratory operational activities of the School in conjunction with interested structural divisions of the School and University;

13) controls the conclusion and execution of contracts and additional agreements initiated by the School in the framework of the supervised area in conjunction with interested structural divisions of the School University and third-party organizations;

14) participates in the School Safety committee as a voting member of the committee;

15) ensures the development of internal documents at the level of the School and University on the matters governing the activities of the laboratories and monitors their compliance;

16) consolidates keeps and monitors the implementation of internal audit recommendations as well as protocol assignments given by the Management of the University to the School within the framework of the supervised area;

17) controls over the process of development of the Schools budget request and investment plan for the corresponding financial year and for the medium term within the framework of the supervised area. Monitors budget execution;

18) participates in identification evaluation management and monitoring of risks within the framework of supervised direction;

19) temporarily performs the duties (replaces) of the Senior laboratory coordinator during his/her temporary absence (up to one month);

20) timely and properly executes the tasks of the line manager and the Universitys management;

21) observes the requirements of the legislation of the Republic of Kazakhstan and the Employers internal documents;

22) is responsible for exercising the labor and performance discipline;

23) is responsible for ensuring the integrity of official documents and prevention of the disclosure or leakage of confidential and business information as well as information of restricted access in accordance with the legislation Charter and internal documents of the Employer;   

24) in case of dismissal is responsible for timely transfer of all paper documentation digital information inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer). 

Qualifications :

Education 

Higher professional education. It is preferable to have a diploma of higher educational institution with English language of instruction and medium of assessment. Master or doctorate degree is preferable

Work experience

Seven years minimum at least three of them supervising people. Minimum five years with the PhD degree in the relevant area

Knowledge

- Knowledge of the legislation of the Republic of Kazakhstan in the field of education and science;

- knowledge of the basics of risk management;

- knowledge in the field of organization and conduct of the educational process;

- literacy;

- proficiency in MS Office (Word Excel PowerPoint); Google environment (Docs Spreadsheets Forms Slides Drive);

- fluency in Kazakh Russian and English
