Financial Accountant

Reports to: Financial Officer
Job Type: Full Time, Contract

The National Paediatric Hospital Development Board (NPHDB) is responsible for the design, construction and equipping of a new children’s hospital on St James’s Hospital site.
They are currently looking for a Financial Accountant to join their team.


Responsibilities
• Prepare and update financial budgets and plans in accordance with Board policy and in consultation with the Financial Officer;
• Plan and update the accounting and reporting procedures to be used both by management and staff employed directly by the Board and by external consultants and contractors appointed by the Board;
• Liaise as required with State finance providers (i.e., Department of Health, HSE, NDFA, etc).
• Support all matters in regard to finance and financial accounting and control;
• Develop and update Board approved manual of policies and procedures to be applied across all Board activities;
• Preparation of all accounts and management information and review of same with Financial Office;
• Review and update the financial reporting and controls being applied by external consultants and contractors appointed by the Board to provide project support services;
• Establish and update the appropriate monthly financial and management reporting for the executive and present on specific financial and management information topics as requested by the Financial Officer and executive (business case update with revenue and capital estimates, tender analysis, costs forecast etc.).
• Keep the financial position of the Board under constant review and ensure that all short- and long-term financial requirements are adequately provided for;
• Ensure that all financial transactions are properly authorised, approved and recorded.
• Prepare the Annual Financial Statement within three months of the end of the previous year for submission to the Comptroller and Auditor General;

Qualifications and experience
• Have a qualification at level 8 on the National Framework of Qualifications preferably in finance and accounting;
• Have at least 3 years relevant experience in a publicly quoted company or State body;
• Have the requisite working knowledge of finance and budgetary control, monthly financial and
management reporting and project finance;

€65,000 - €75,000
