Position Title: Department Chair, Aviation
Location: Laurel, MD (On-site)
Duration: Full-time, 12-Month, Exempt Position

Position Description
This position will provide leadership in the areas of administration, teaching, and service related to the Aviation program. Reporting to the Vice President of Academic Affairs, the Department Chair will be responsible for managing the department budgets, the quality and integrity of the programs, innovation, assessment and continuous quality improvement, accreditation, and building program enrollment. Individual must thrive in a collaborative environment, embrace an experiential environment, support community engagement, and work to build relationships with government and industry partners.

Duties And Responsibilities:
  • Normal office hours are 8:30 am to 5:00 pm Monday through Friday.
  • Be directly involved with building undergraduate and graduate program enrollment and work closely with the admissions office to support their enrollment needs.
  • Teach from a position of knowledge and experience in one or more of the disciplines.
  • Teach two courses in the fall semester and two courses in the spring semester. Teach one course in the summer semester.
  • Serve as the Department Chair for Aviation degree programs to ensure quality and that the program educational objectives, learning outcomes, and accreditation are maintained.
  • Provide service activities such as curriculum development, program assessment, program accreditation, program development, recruitment, and leadership.
  • Directly manage departmental faculty and adjunct mentoring, training, recruitment (for both on campus and online), retention, development, and yearly evaluations.
  • Develop undergraduate and graduate class schedules and faculty and adjunct faculty workload assignments for the Vice President of Academic Affairs' approval.
  • Develop, staff and monitor course development or course revision schedule.
  • Plan and implement strategic activities for the department to grow the enrollment and expand program awareness to industry.
  • Work collaboratively with other Department Chairs and the Vice President of Academic Affairs to coordinate and plan future academic initiatives that will continually grow academics both on campus and online for the university.
  • Attend all University events to include Open House functions, Right Start Planning, Capitol Scholars Program, and Commencement.
  • Serve on college-wide and departmental committees as needed and as assigned, including participation on Faculty Senate, to advance the department and university.
  • Work with the Vice President of Academic Affairs and Associate Director, Career Services and Employer Relations to secure internship opportunities for students.
  • Provide academic advising and registration assistance for program students.
  • Work with the Vice President of Academic Affairs developing articulation agreements and review of existing agreements. Existing agreements must be reviewed and revised annually by May 15.
  • Maintain professional competencies in the subject areas and currency in instructional methodologies through professional associations and professional development.
  • Possess ability to teach online (both synchronously and asynchronously) and use the university's current Learning Management Systems. The university currently uses Canvas and Zoom
  • Build partnerships with community colleges and other organizations.
  • Assist with transfer credit evaluations.
  • Plan and attend annual industrial advisory board meetings
  • Where applicable, coordinate and ensure that all necessary and relevant activities and duties ensure proper unit accreditation.
  • May be required to perform other related tasks as assigned by the Vice President of Academic Affairs.
  • Departmental Specific Duties And Responsibilities

  • Champion the full implementation of the University's flight program.
  • Act as the University liaison with the Flight School(s).
  • Provide a University interface with the Federal Aviation Administration (FAA) on all matters dealing with regulations, Part 141 curriculum, and airspace issues.
  • Guide the development and implementation of the classroom Part 141 curriculum in concert with the Flight School curriculum.
  • Provide oversight, as necessary, for inspections and/or reviews by the Transportation Security Administration (TSA) and annual Aviation faculty security testing.
  • Coordinate the development of Aviation degrees and related curriculum.
  • Coordinate personnel searches for the academic unit ensuring that expertise and diversity goals for faculty are pursued.
  • Coordinate and ensure the University has an insurance contract for flight students and travel.
  • Work with the Vice President of Finance to ensure an effective interface for invoices/payments from/to the Flight School on behalf of the students.
  • Work with the Assistant Vice President of Enrollment and Financial Aid to establish a process for student financial aid to cover payment of approved student flight fees (includes working with Financial Aid to get Veterans Administration's approval for veteran students).
  • Position Qualifications:

  • Master's degree from an accredited institution of higher learning in Aviation or a closely related discipline (Business, Engineering, Technology, or aviation related).
  • Possess a successful record in education and professional service.
  • Demonstrate successful leadership in education and professional service.
  • Possess ability to recruit, develop, and retain outstanding faculty and staff.
  • Possess ability to work effectively with all stakeholders to develop the Department's vision, and integrate it with the vision and plans of the Academic Department and University.
  • Possess willingness to promote the Department by engaging alumni and donors to enhance Departmental resources.
  • Must be committed to diversity among students, faculty, and staff.
  • Possess ability to communicate effectively with all constituents including students, faculty, staff, parents, and alumni.
  • Administrative and teaching experience as well as professional experience in a related field.
  • Experience with unmanned and autonomous systems is a plus.
  • Must be able to work in the U.S. without sponsorship.
  • Licenses And/ Or Certifications Required

  • Minimum of 1000 hours Pilot-in-Command [PIC] or 5 years of industry experience in lieu of flight hours for flight specialty
  • Appropriate FAA Flight Instructor certificate (CFI or CFII) or Military Equivalent
  • Must have extensive knowledge of airspace and FAA regulatory issues.
  • Licenses And/or Certifications Desired

  • Airline Transport Pilot (ATP)
  • One of the following: American Association of Airport Executives (AAAE) Accredited Airport Executive (A.A.E.), AAAE Certified Member (C.M.), AAAE Certified Employee (A.C.E.)
  • Instrument Ground Instructor (IGI) or Advanced Ground Instructor (AGI)
  • Appropriate FAA Remote Pilot certificate (Part 107) or Military Equivalent
  • Risk Management or Safety Management instructor certificate.
  • Appropriate FAA Remote Pilot certificate (Part 107) or Military Equivalent
  • Demonstrated experience in aviation operations and safety.
  • Physical Demands
    Requires sitting or standing occasionally for extended periods of time, and repetitive motions for operating computer mouse and keyboard. Requires ability to push, pull, bend, grasp, and occasionally lift up to 20 lbs. Requires ability to hear and effectively communicate on the telephone, in the online learning environment, and in person. Visual demands: viewing computer monitor and reading.
