Job Description:

Summary & Purpose of the Position

The position is responsible for defining and implementing Ipsens product access strategy in both the public and private segments including pricing preparation of reimbursement dossiers and external engagement including institutional and government relations.

  • End-to-end Integrated Value & Access and Public Affairs Strategy and execution:
    • Public Affairs Strategy and Workplan to address Ipsens policy priorities towards public and private sectors and leverage Ipsens unique value proposition to build reputation influence healthcare and pharmaceutical policy and develop trusted relationships and commercially beneficial partnerships.
    • Value & Access Strategy and workplan to ensure appropriate access routes aligned to brand strategies and resourcing leveraged. Responsible for developing and executing strategies that ensure optimal access to the companys products while influencing public policies and stakeholder perception.

Main Responsibilities & Technical Competencies

  • Supports the development and execution of Ipsens Public Affairs and institutional relations strategy in Poland aimed at strengthening the companys position key therapeutic areas and access to innovative therapies.

  • Actively collaborates with key institutions of the Polish healthcare system in particular the Ministry of Health the State HTA Agency (AOTMiT) and the National Health Fund (NFZ) as well as with stakeholders at the level of the Polish Parliament including Health Committees and parliamentary groups acting in full compliance with transparency ethical and compliance standards.

  • Supports the alignment of Ipsens commercial objectives with Polish health and reimbursement policy identifying opportunities to improve patient access to therapies while ensuring compliance with applicable regulations.

  • Monitors and analyses legislative and regulatory processes in Poland (draft laws regulations reimbursement announcements HTA guidelines etc) preparing impact analyses and recommendations for crossfunctional internal stakeholders.

  • Provides local insights and a system-level perspective to regional and global teams (the GLocal approach) supporting the shaping of global strategies and the local implementation of centrally driven disease awareness initiatives and product-related projects in Poland.
  • Coordinates the delivery of local Stakeholder Engagement Plans (SEPs) covering public decision-makers payer institutions expert communities leading clinical centres and patient organizations.

  • Supports initiatives aimed at shaping the reimbursement and healthcare system environment including topics such as innovation access to medicinal technologies risk-sharing instruments drug programmes and cost-containment mechanisms.

  • Analyses competitor activities and market trends in the areas of public affairs and market access translating external developments into concrete business implications and actionable recommendations for the organization.

  • Supports the positioning of Ipsen as a credible system partner in public debates on innovation patient access to treatment and sustainable healthcare financing in alignment with global and regional communication strategies.

  • Represents the company within delegated authority in selected industry forums public consultations expert meetings and sector initiatives (e.g. chambers trade associations and working groups).

  • Ensure visibility of Ipsen as a recognizable company on the Polish pharmaceutical landscape. Create opportunities and effectively represent Ipsen in external forums including demonstrating thought leadership and helping position Ipsen as a credible voice in the debates on healthcare and pharmaceutical innovation patient access and affordability aligning local messages with those used globally/centrally.

General:

  • Ensure compliance and transparency with all corporate industry and regulatory guidelines
  • Comply fully with Ipsens guidelines.
  • Act as a role model by demonstrating the five Ipsen Ways of Being.
  • Ensure all activities are carried out in accordance with all SOPs policies and Ipsen guidelines.
  • Supports the planning execution and tracking of the Public Affairs budget in Poland ensuring cost-effectiveness and compliance with internal policies and external regulations.

Knowledge & Experience:

  • Minimum of 5 years of experience in the PA area current working knowledge of pharmaceutical and reimbursement local regulation and the Polish guidelines relevant to industry interactions with stakeholders in PA & Value & Access area
  • Knowledge & experiences in PA in therapeutical areas: Oncology Rare Disease & Neurology
  • Excellent understanding of pharmaceutical / biotech landscape policy access & reimbursement challenges context of Reimbursement process incl. HTA (Health Technology Assessment)
  • Strong knowledge of the political and media landscape with an extensive & developed network across these stakeholders.
  • Excellent leadership influence and teamwork mindset.
  • Highly organized & result driven solid project management skills
  • Strong analytical & negotiation skills.
  • Excellent verbal written and interpersonal communication skills terms of communication with impact

Languages:

  • High proficiency in written and spoken English and Polish is essential
