GENERAL DESCRIPTION OF POSITION

The Probate Clerk Assistant position is a multifaceted role that provides essential support to the Probate Court and the public. The primary responsibility is managing and maintaining various court files including those for guardianships estates adoptions civil commitments and small estate cases.

A significant part of the job involves opening and setting up new cases handling subsequent electronic filings and accurately following instructions from attorneys. This includes tasks like copying emailing and faxing documents as well as publishing legal notices and issuing official letters as ordered by the court.

The position also involves direct interaction with the public requiring strong customer service skills. Daily duties include answering phone calls routing calls to the correct department and providing various administrative services such as:

  • Registering voters
  • Issuing marriage licenses
  • Registering ministers credentials and Doing Business As (DBA) filings
  • Providing notary services

Additionally during election periods the role shifts to provide support for the Elections department. This includes proofing data and preparing election supplies. They also provide voter support to election workers during both Early Voting and on Election Day as well as assist the public.

In short this position is a blend of detailed clerical work public-facing customer service and critical support for both the court and the elections process.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Answer phone and route calls to appropriate personnel or assist as needed. This duty is performed daily.
  2. Open probate files scan all initial documents and maintain e-filing. This duty is performed daily.
  3. Issue marriage licenses register minister credentials as well as DBAs. This duty is performed daily.
  4. Register Voters and make changes in the voter system under the direction of the Voter Registrar. This duty is performed daily.
  5. Provide Notary Services. This duty is performed daily.
  6. Assist researchers in Probate and County Court Records. This duty is performed weekly.
  7. Count down the money drawer at the end of the day and run reports. This duty is performed daily.
  8. Assist in preparation of training materials for election workers; vote center supply boxes provisional bags and other election documents. This duty is performed as needed.
  9. Assist in performing testing on all voting equipment. This duty is performed as needed.
  10. Assist in proofing data and ballots for elections. This duty is performed as needed.
  11. Assist in candidate filings. This duty is performed as needed.
  12. Assist with training of election workers. This duty is performed as needed.
  13. Provide support during Early and Election Day voting. This duty is performed as needed.
  14. Perform any other related duties as required or assigned.

QUALIFICATIONS

To perform this job successfully an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge skill and/or ability required.

EDUCATION AND EXPERIENCE

High school or GED plus specialized schooling and/or on the job education in a specific skill area such as data processing clerical/administrative etc. plus 2 years related experience and/or training or equivalent combination of education and experience.

COMMUNICATION SKILLS

Ability to read and understand documents such as policy manuals safety rules operating and maintenance instructions and procedure manuals; ability to write routine reports and correspondence; ability to speak effectively before groups of customers or employees.


REQUIRED CERTIFICATES LICENSES REGISTRATIONS

Within 3 years of hire Certified Court Clerk through Arkansas District and City Court Clerks Association.

Attend Clerks Conference for continuing education on matters dealing with probate and EQ.


SOFTWARE SKILLS REQUIRED

Advanced: Word Processing/Typing

Intermediate: Must have experience in Excel Word and other software products of Microsoft Office 10-Key

Presentation/PowerPoint

USE OF MACHINES EQUIPMENT AND/OR COMPUTERS

Regular use of complex machines and equipment (desktop/laptop computer and software etc.).

WORKING CONDITIONS

The incumbent should possess customer service skills good verbal and written communications skills and computer skills. Must be able to work well under pressure while meeting deadlines. The incumbent should have knowledge of modern office practices procedures and equipment. The incumbent should possess the ability to work well within a group atmosphere and be an excellent team player.

PROBATE CLERK

  • Starting at the rate of $31337 annually for a new hire.
  • This position is scheduled to work Monday/Friday 8 AM to 4:30 PM with some evenings required depending upon the workload and elections with paid holidays off.
  • Bilingual pay of $2080 is available once proficiency has been established.
  • Group health dental and life insurance is paid by the County for the employees coverage provided the employee obtains a wellness check within the designated time frame.
  • For employee retirement the County contributes 15.32% per pay period of the employees gross towards the employees retirement through the Arkansas Public Employees Retirement System.
