Job Summary:

Administrator responsible for the oversight of Child Rehabilitative Services (CRS) Medical Assistance Services Program (MASP) and Centralized Support Unit (CSU) operations within DMPS. This position provides leadership direction and strategic oversight to ensure accurate and timely eligibility determinations operational consistency and compliance with Medicaid policies and program requirements across these program areas. The Administrator partners with internal divisions contractors and external stakeholders to support program performance enhance processes and ensure service delivery aligns with agency goals and federal/state requirements.

Major duties and responsibilities include but are not limited to:
Provides administrator-level leadership for CRS MASP and CSU operations. Directs and oversees staff and management teams responsible for program operations ensuring consistency accountability and adherence to policy. Hires trains coaches evaluates and implements corrective actions as needed. Provides technical guidance on program-specific eligibility and operational issues.
Partners with Eligibility Support Program Support Business Support and Employee Services to develop implement and refine policies procedures and standard work specific to CRS MASP and CSU operations. Ensures alignment with AHCCCS regulations and supports continuous improvement efforts to enhance program performance and service delivery.
Provides administrative oversight of statewide lobby operations and centralized mail functions supporting CRS MASP and CSU ensuring consistent timely and compliant handling of customer interactions document intake and eligibility-related correspondence across all locations. Establishes and monitors standards for front-end service delivery document processing and distribution workflows to support efficient eligibility operations program compliance and a consistent customer experience statewide. Partners with internal units and field operations to identify issues standardize processes and implement improvements to maintain operational consistency and service continuity.
Collaborates with internal divisions DES and external partners to support system functionality and operational processes including HEAplus and related eligibility systems as applicable to CRS MASP and CSU. Participates in system enhancements testing and implementation efforts to ensure program needs are accurately represented. Supports coordination across programs and facilitates stakeholder engagement.
Leads and supports the application of the Arizona Management System (AMS) within CRS MASP and CSU operations. Monitors program performance identifies trends and implements strategies to meet operational and strategic goals. Participates as a member of the DMPS Senior Management Team in shaping division priorities and performance outcomes.
Mentors and develops managers and supervisors to strengthen leadership capacity and ensure a high-performing engaged workforce across CRS MASP and CSU.

Knowledge Skills & Abilities (KSAs):

Knowledge of:
AHCCCS rules policies and procedures and specific to CRS MASP and CSU program areas.
Federal and State Medicaid statutes and regulations impacting CRS eligibility specialized program populations and centralized support functions.
Program-specific eligibility determination processes including financial eligibility renewals and case maintenance within CRS MASP and CSU operations
Systems supporting program operations including HEAplus PMMIS and document management/workflow systems (e.g. Docuware RightFax)
Arizona Management System (AMS) principles and their application to performance management and continuous improvement within program operations
Principles of quality assurance compliance monitoring and process improvement in complex program environments
Interagency coordination requirements with DES and internal AHCCCS divisions related to program operations
Organizational management workforce planning and operational oversight within a multi-unit program structure

Skill in:
Leadership management and delegation across multiple program areas (CRS MASP CSU)
Oversight of complex operations involving diverse program requirements and workflows
Strategic and operational planning with an emphasis on program performance compliance and service delivery
Data analysis and performance monitoring to identify trends risks and improvement opportunities within program operations
Policy interpretation and application specific to CRS and specialized Medicaid program requirements
Effective written and verbal communication including stakeholder engagement and public-facing presentations
Collaboration and coordination across divisions contractors and external partners
Problem-solving and decision-making in a high-volume fast-paced operational environment

Ability to:
Provide executive-level oversight ensuring consistent and compliant operations across CRS MASP and CSU
Interpret and apply complex program policies to support accurate eligibility determinations and program integrity
Align daily operations with division priorities strategic goals and federal/state requirements
Lead mentor and develop managers and staff to build a high-performing and accountable workforce
Identify operational risks and implement corrective actions to maintain program compliance and performance standards
Manage competing priorities and adapt to shifting program needs while maintaining operational continuity
Foster effective working relationships with internal and external stakeholders to support program coordination and service delivery
Communicate complex information clearly and concisely to a variety of audiences including leadership and staff

Selective Preference(s):

Arizona Drivers License

Minimum: Four years professional experience related to health programs appropriate to the assignment which included program planning or administration; a Masters degree in a field appropriate to the assignment may substitute for one year of the required experience.

Preferred: Undergraduate education involving organization development business health care or public administration or equivalent work experience; 3 years managerial experience including 2 at a manager level directing a multiple unit complex organization; and strategic planning.
