Position Summary:

The primary purpose of the role is to be responsible and accountable for the provision of nursing services and to provide professional and clinical leadership for all nursing staff on the Raheny Campus which incorporates Raheny Community Nursing Unit St Josephs Hospital and the Day hospital. This includes ensuring there is effective patient centered professional practice in accordance with relevant statutory professional and clinical governance requirements.

The Director of Nursing also holds corporate responsibility for the effective management of Healthcare Assistants that support patient care and the nursing team. The post holder will be required to be the designated Person In charge for the community residential unit on campus as per statutory requirements or to delegate this authority to a suitably qualified function on the campus with prior agreement with the provider designate .

Responsibilities

Principal Duties and Responsibilities:


Leadership and Accountability
Provide strategic and clinical leadership and direction for nursing and related services which results in the delivery of effective efficient quality assured and patient centered nursing care.
Develop a shared sense of commitment and participation among staff in the management of change the development of the nursing services and in responding to the changing health needs of patients.
Assess develop and maintain the nursing organisational structure on the campus within the context of overall organisational objectives. Be responsible for strategy and policy relating to practice development education and professional development requirements on the campus
Keep the Director of Nursing Beaumont Hospital and Chief Executive appraised of any significant development within his/her area of responsibility and performs such additional duties as may be assigned from time to time
Ensure strong emphasis on interdisciplinary team work and development of this ethos and approach to care.


Strategic Management and Service Planning:

To contribute to developing overseeing and assessing performance against the overall nursing strategic plan for the campus
To put a system in place to develop the leadership capacity and capability of all clinical nurse managers across the campus ensuring alignment with strategic priorities
To utilise effective performance reporting tool to ensure oversight and compliance against key deliverables are available
To ensure nursing care delivery is in line or develops development plans with national clinical strategies for both acute and residential care and national clinical effectiveness guidelines.
To prepare an annual report for the campus activities
Formulation of policies and the selection introduction and development of information and other systems for the nursing service.
Define objectives and identify relevant action plans for each clinical service on the campus
Responsibility for the management of all nursing services on the campus over a 24 hour period and ensure that systems are in place to support this responsibility.

Quality Safety and Clinical Governance:

Responsibility for appropriate governance arrangements and structures for the following on the campus:

1. Infection Prevention and Control
2. Residential services Advanced Nursing Practice
3. Nurse Drug Prescribing & Nurse Radiation Prescribing

4. Patient and Public Involvement / Engagement
5. Nurse Professional Regulation
6. Safeguarding of service users
Ensure compliance with all relevant quality and safety standards as set out by agencies such as NMBI HSE and HIQA.
Encourage a culture of continuous quality improvement and mutual co-operation in the achievement of the highest possible standards of clinical care and maximum efficiency.
Take a lead role in developing quality improvement capacity on the campus for the purpose of ensuring wide scale patient care / process improvement for designated areas of care / practice.
To be responsible for ensuring that adverse incidents involving nursing care within the hospital are investigated promptly taking preventative / safeguarding action where necessary to ensure that patient safety is prioritised and all relevant procedures are adhered to and fully implemented.
Establish and monitor governance structures for nursing metrics and appropriate clinical audit and ensuring a mechanism is in place for feedback and action across the campus to support appropriate reporting at corporate clinical governance meetings
To lead the development monthly review and evaluation of the campus risk register in conjunction with the medical directorate management team
Oversee the management of the complaints process for the campus in conjunction with the PALS department in accordance with procedures and policies

Professional Leadership Education and Workforce Planning:

Provide professional and clinical leadership / direction to nursing and clinical support staff on the campus that supports models of care delivery required for delivering the outputs identified within the HSE national service plan RCSI hospital group service plan and the Beaumont Hospital nursing strategic plan ensuring the highest standards of care and ensures full compliance with statutory bodies eg Nursing and Midwifery Board Ireland HIQA.
Ensure any new professional guidelines and regulations from the Nursing and Midwifery Board of Ireland are implemented appropriately and in a timely manner and makes appropriate amendments to governance arrangements should same be required.

Provide direction and support to the Medical Directorate Management Team on matters relating to nursing and all associated professional standards relevant to the campus.
Lead the development of a nursing workforce strategy planning and implementing workforce changes that will ensure the effective deployment of professional and support staff and align to international models of care.
Lead the ongoing implementation of the national framework for safe staffing and skill mix on the campus and ensure the ongoing monitoring of all relevant clinical areas against the framework using the designated software system to measure acuity demand and occupancy
In partnership with the DON Beaumont and HRD develop strategies for the recruitment and retention of nursing and HCA staff.
To ensure that effective local nursing and HCA induction compliments the Corporate Induction Programme.
To promote and maintain a culture of evidence based practice for nursing ensuring the creation of effective local networks to share good practice and dissemination.
Liaise with the Centre of Education to compile Training and Education Plans encompassing mandatory corporate and professional development objectives and to realise the capabilities and contribution of nurses and HCAs.
With the Director of Nursing develop and promote corporate nursing practice and integrated patient care policies including the development of specialist or advanced nursing for interdisciplinary team approaches to care.
Ensure the optimum and effective use of staff through efficient rostering skill/grade mix planning work load measurement staff profiling and deployment.
Initiate the implementation of an ongoing development and individual performance review process and foster a high level of morale among staff by effective motivation and communication.
Anticipate and manage any industrial relations issues relating to nursing and allied staff in consultation with the HR Department.
Promote and maintain a safe environment for staff. Develop and implement Risk Management and Health and Safety strategies in consultation with appropriate personnel.

Will monitor the optimum and effective use of resources through rostering skill/grade mix planning workload measurement staff profiling and deployment. HR and Finance Control & Management: The Director of Nursing will exercise sound financial management and assist in ensuring that expenditure (capital and revenue) and income targets are achieved. The Director of Nursing will take responsibility for the management of any assigned budgets.
To ensure timely compliance with professional annual registration requirements across the campus
To lead and provide professional nursing input to disciplinary panels as required.
To lead/partake in serious untoward incident reviews disciplinary grievances and other complaint investigations as necessary.
To manage the overall nursing budget for directly managed functions.
To act as the authorised signatory for delegated governance and corporate nursing requests registrations invoices and timesheets as appropriate.
To monitor and evaluate the effective use of nursing resources alerting the Director of Nursing Beaumont of trends and performances against agreed targets and ensuring adherence to the hospital financial controls and procedures.
Participate in the overall financial planning of the campus including the assessment of priorities in pay and non-pay expenditure.
Ensure expenditure is controlled within the budget and identify potential for efficiency saving through improved practices and innovation. Bed Management and Discharge Planning The Director of Nursing is responsible for ensuring effective co-ordination of bed and discharge planning on the campus in conjunction with the relevant medical personnel and in line with hospital policy. This involves:-
Ensuring that effective admissions and discharge practices are consistently implemented.
Implementing pre-admission admission/discharge and transfer protocols as required.
Liaising with the Head of Patient Flow and other relevant stakeholders in relation to the planning and implementation of winter and other bed management initiatives.
Analysing monitoring and forecasting trends of admission and discharges on the campus and highlighting the wider implications for acute and non-acute services.

Advising the Head of patient Flow Medical Directorate Management Team and other relevant stakeholders on optimal use and cost effective management of in-patient and day care resource. Develop the concept of collaborative care planning in conjunction with other professionals.

Personal Development:
This post is a developmental post. Accordingly the post holder is expected to maintain their own professional and personal development. The post holder will be required to review personal and developmental objectives with the Director of Nursing Beaumont annually.

Be registered on General Division of the Register for Nurses & Midwives maintained by NMBI. Management qualification or a post graduate diploma.
Have successfully completed a post registration programme of study which verifies that the applicant has achieved NFQ major academic level 8 or higher award maintained by QQI in healthcare or management related area.
Masters level in a related field.

Experience
Experience of middle/senior management in a complex organisation
A minimum of seven years post registration experience with a minimum of five years nursing management experience at a Clinical Nurse Manager 2 grade or above in an acute hospital setting.
Experience of managing large professional teams underpinned by formal training
Successful management track record in a multi professional environment.
Day to day people management including appraisal and objective setting recruitment and retention.
Management of large complex budget.
Experience in strategic planning development implementation including project management experience
