Job Description
GENERAL PURPOSE
The Accountant 1 Floater position within the Department of Human Services performs accounting and administrative support tasks in maintaining financial records. This position serves as a floater accountant and could be assigned on a rotating basis to Drug & Alcohol Mental Health/Developmental Programs/Early Intervention Area Agency on Aging Children Youth and Families and HealthChoices. All work is expected to be timely and accurate.
SUPERVISION RECEIVED
This position reports directly to the Administrative Officer 4.
SUPERVISION EXERCISED
This position does not exercise supervision over other functions.
ESSENTIAL DUTIES OF THE POSITION
Responsible for all accounting budgeting and reporting associated with the Information Referral and Emergency Services (IRES) Division Program Centralized Data (PCD) unit Homeless Assistance Program and Human Services Development Fund grants and the Human Services Building.
Responsible for monitoring and reporting of minor grants within the Department of Human Services i.e. Veterans Grant Rapid Re-housing.
Will assist the Mental Health and Developmental Programs Divisions with their cost settlement process by reviewing budget packets monitoring invoices reconciling payments to actual costs and reviewing audits.
Will assist the Department Accountants with fiscal tasks. These tasks will include but are not limited to the reviewing of audits state and county budgeting internal and external reporting monitoring of fiscal records and preparing journal entries and financial statements.
Will assist the divisions within the Department of Human Services with fiscal duties/ projects when requested. At times these types of assignments could last for an extended period of time.
Will spend time with all the accountants within the Department of Human Services and become familiar with their operations.

REQUIRED MINIMUM QUALIFICATIONS
EDUCATION & EXPERIENCE Graduation from an accredited college or university with a Bachelors degree including or supplemented by eighteen (18) semester credit hours in professional accounting courses which may include courses in municipal or government accounting;OR
Eighteen (18) semester credit hours in professional accounting courses which may include courses in municipal or government accounting;AND
At least two (2) years of full time professional accounting work experience. Examples of such work would include bookkeeping banking and fiscal analysis.
KNOWLEDGE SKILLS AND ABILITIES
Knowledge of accounting principles and practices.
Knowledge of accounting-type software.
Must be able to apply established fiscal methods to financial transactions.
Must be able to relate program operations and goals to the budget process.
Must have the ability to organize monitor and analyze data utilizing various systems and records.
The ability to organize and complete various fiscal reports.
Ability to apply automated technology to fiscal operations.
Ability to identify and analyze trends and provide fiscal and budgetary forecasts.
Ability to establish and maintain effective working relationships.
Ability to express ideas in English clearly verbally and in writing.
Must be proficient in Microsoft Office.
Must be able to use a keyboard.
