Position Overview:
Henry Street Settlement is seeking a dynamic and mission-driven Financial Counselor to support the Jobs Plus Program in Manhattans Lower East Side (LES) a place-based workforce initiative designed to increase employment earnings and financial stability among NYCHA residents. The Financial Counselor plays a critical role in advancing financial capability asset building and long-term economic mobility through individualized coaching group workshops and strategic partnerships.
Qualifications
Minimum Qualifications
- Bachelors degree and 2 years of experience in community-based work financial counseling workforce development or related field; OR
- High school diploma/equivalent and 6 years of relevant experience; OR
- Equivalent combination of education and experience (minimum 1 year of directly relevant experience required)
Preferred Qualifications
- Experience in financial counseling coaching or financial education
- Background in workforce development case management or human services
- Familiarity with public benefits systems and community resources
- Strong understanding of economic mobility pathways and employment strategies
- Bilingual (Spanish Chinese or Mandarin) strongly preferred

Key Responsibilities
Financial Coaching & Case Management
- Conduct comprehensive financial assessments and provide 1:1 coaching to support members in achieving goals related to budgeting credit building savings and debt reduction
- Develop individualized financial action plans and monitor progress toward milestones
- Support members in navigating complex financial challenges (e.g. debt collections student loans wage garnishments)
Jobs Plus Rent Incentive (JPEID)
- Educate participants on the Jobs Plus Earned Income Disregard (JPEID) and its impact on rent stabilization
- Support enrollment tracking and ongoing member engagement in the incentive program
- Reinforce financial behaviors that promote savings and income growth
Benefits Access & Financial Stability
- Utilize tools such as ACCESS NYC to assess eligibility and connect members to public benefits (SNAP cash assistance healthcare etc.)
- Provide guidance on NYCHA policies (ACOP) rent calculations and recertifications
- Assist members in resolving tenancy or financial-related issues in coordination with property management
Workshops & Financial Education
- Design and facilitate financial literacy workshops and group seminars
- Deliver curriculum on topics such as banking credit savings and asset-building strategies
- Integrate financial capability into broader workforce programming
Partnership Development & Resource Navigation
- Build and maintain partnerships with financial institutions community-based organizations and city agencies
- Connect members to affordable banking products and financial services
- Coordinate referrals to specialized services (legal business development etc.)
Outreach & Community Engagement
- Conduct outreach within NYCHA developments to promote financial counseling services
- Collaborate with Jobs Plus staff to drive program engagement and participation
Data Reporting & Compliance
- Maintain accurate and timely case notes service data and outcomes tracking in designated systems
- Monitor member progress and ensure accountability toward program goals
- Submit regular reports to program leadership
- Participate in required training through HRA and NYC Office of Financial Empowerment (OFE)
- Any other duties assigned by the Supervisor and program leadership
