Department of Transportation (NCDOT) Division of Aviation a recognized leader in air mobility innovation promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the states aviation authority the division manages state and federal airport infrastructure development grant projects in collaboration with local government owners of the states 72 public airports the integration of advanced air mobility and unmanned aircraft systems for business and government use airport professional development aviation workforce development and flight services for state agencies.
Position Summary:
The airport development engineer serves on the divisions Airport Development team which manages state and federal grant-funded programs and provides planning engineering and training assistance for airport staff who develop and maintain infrastructure at the states 72 public use airports. This entry-level engineering position provides a talent pipeline to the highly specialized work of airport development. The position will develop and update guidance manage databases that inform airport development fees and costs research best practices coordinate and attend airport meetings draft agendas and track project submittals for APMs.
Position Details:
The position tracks new state and federal requirements for airport infrastructure development across multiple grant funds. The position also develops and updates guidance for airports on changes that affect airport development. The position works with the compliance officer to ensure airport project engineers are aware of changes in compliance that affect the airport projects they manage.
The role utilizes databases to support airport project engineers with project reviews and fee estimates. The position maintains two custom databases that allow the division to objectively determine:
Whether fees proposed by airport consultants are reasonable (a regulatory requirement).
Whether construction costs proposed for airport projects are fair and reasonable (to promote better stewardship of tax dollars).
The position supports project engineers in tracking airport development project submittals and returns. It also prepares airport planning meeting data and documentation and coordinates with airport project engineers to schedule and attend stakeholder meetings.
The position participates in and contributes to Division planning implementation and reporting activities which focus on advancing the agencys vision and mission. The position supports Division initiatives such as:
Contributing to and reviewing airport development details used in the division reports and presentations.
Representing the division at career fairs to build the states aviation talent pool.
Educating new Transportation Engineering Associates and Aviation interns about the opportunities available for engineers in the field of air transportation.
Knowledge Skills and Abilities/Management Preferences
Salary Grade and Salary Range: NC16 $57983 $101470
Management prefers applicants with the following:
- Knowledge and understanding of concepts practices and theories used in the practices of civil engineering ideally as they apply to aviation and/or transportation and the ability to use them in practice.
- Demonstrated ability to plan and execute projects set and follow timelines and engage internal and external participants as required to successfully complete the project under the guidance of a higher-level engineer or manager.
- Demonstrated ability toreviewdata for completenessandcompliance withengineering principles standardsand scopes of work; ability to make recommendations to higher level engineers or managers on project concerns/issues.
- Demonstrated ability to write clear concise and organized documents and reports addressing basic engineering concepts and facts and present technical information guidelines and standards to seek compliance and/or approval.
- Demonstrated ability to work independently to complete tasks work collaboratively with team members and interact effectively with internal and external stakeholders in meetings events and training situations.
Minimum Education and Experience

Bachelors degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience. Necessary Special Qualification
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
