Job Summary

Primary Purpose:

This role supports Region 16 by helping teams turn ideas goals and initiatives into measurable impact. The Performance & Data Strategy Specialist partners with departments across the organization to facilitate strategic planning guide performance conversations and transform complex data into clear actionable insights. The ideal candidate is both relationship-driven and analytical - someone who enjoys collaborating with people asking thoughtful questions telling meaningful data stories and helping teams improve outcomes through informeddecision-making.

Qualifications:

Education/Certification

  • Bachelors degree required upon hire
  • Masters degree preferred

Skills

Experience:

  • Minimum of 5 years education instruction or training experience required
  • Experience working in education
  • Three years of campus or central instructional program design management and/or evaluation preferred.
  • Strong facilitation communication and relationship-building skills with the ability to guide collaborative conversations and influence continuous improvement efforts across
  • Grant research proposal writing and submission experience preferred.
  • Experience supporting strategic planning performance management or organizational metrics preferred.
  • Experience in data collection methods survey development data integrity checks and quality assurance processes preferred.
  • Experience applying basic statistical techniques (trend analysis comparisons summarizing and interpreting results) to support decision-making preferred.
  • Experience translating complex data into clear visuals summaries and recommendations for non-technical audiences preferred.

Special Knowledge/ Skills:

  • Working knowledge of adult learning theory and instructional program evaluation
  • Ability to analyze and interpret data trends to support strategic decision-making; ability to select appropriate analytic methods.
  • Strong data visualization dashboarding and reporting skills (e.g. Excel Power BI/Tableau/Looker Studio or similar).
  • Ability to organize and synthesize information from multiple systems to support organizational decision-making and continuous improvement.
  • Demonstrated ability to take projects from concept to completion with minimal supervision.
  • Ability to work cross-functionally with multiple service areas districts state agencies and external clients.
  • General knowledge of public school SIS finance systems and survey design tools.
  • project management preferred.

Working Conditions:

  • Tools/Equipment Used: Standard office equipment including personal computer and peripherals
  • Posture: Must be physically able to tolerate prolonged sitting frequent standing; occasional bending/stooping pushing/pulling twisting and standing
  • Motion: Must be physically able to tolerate frequent standing and walking repetitive hand motions frequent keyboarding and use of mouse; occasional reaching occasional driving
  • Lifting: Must be physically able to tolerate regular light lifting and carrying (less than 15 pounds); may require occasional heavy lifting and carrying (45 pounds or more)
  • Environment: Must be physically able to work inside; tolerate frequent districtwide travel and occasional statewide travel; regular exposure to noise

Major Responsibilities and Duties

  1. Create data stories (written visual and/or presentation-based) that translate complex findings into plain-language action steps.
  2. Facilitate planning conversations presentations and collaborative work sessions with internal and external stakeholders.
  3. Partner with leaders to identify improvement opportunities and monitor organizational progress toward goals.
  4. Support departments in using data to inform planning decision-making and service improvement.
  5. Guide teams in identifying measurable outcomes aligned to strategic priorities.
  6. Develop and maintain data dashboards and reporting mechanisms in collaboration with departments and organization leadership.
  7. Design distribute analyze and interpret surveys and other data collection tools.
  8. Lead teams to design and develop ESC and program metrics milestones and work plans.
  9. Manage and synthesize data from multiple sources to support organizational improvement.
  10. Plan and coordinate evaluation or research projects with Region 16 service areas districts and agencies to assess effectiveness and guide improvement.
  11. Support the Strategic Planning and Implementation Team (SPIT) including facilitation documentation and progress monitoring.
  12. Own day-to-day Planning and Performance Management (PPM) processes: calendar templates progress checks and reporting.
  13. Help manage the Education Data Resource (ERG) dashboard and prepare district-level data reports as assigned.
  14. Work alongside technology staff including the Data Scientist to construct data dashboards for the organization.
  15. Facilitate and coordinate data collection for the Rider Report including gathering validating and synthesizing information from Region 16 ESC staff and district superintendents ensuring reporting requirements are met every two years.
  16. Support and maintain data reporting and analysis for the Texas Education Exchange.
  17. Travels as a part of job
  18. Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the service area A functioning cell phone means that it is charged activated messages checked and mailbox emptied regularly.
  19. Reports for work ready to perform responsibilities.
  20. Performs duties that directly and/or indirectly impact student performance in Region 16
  21. Maintains a professional level of confidentiality regarding all ESC matters
  22. Supports the mission goals and objectives of the ESC strategic plan
  23. Upholds and adheres to safety rules and policies of the ESC safety program
  24. Performs professional responsibilities as required by ESC policies processes and
  25. Manages time calendar and job responsibilities to meet deadlines
  26. Meets proficiency levels of required technology skills as outlined by the supervisor
  27. Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor.
